Nuclear Quality Assurance Restructuring The NRC received a
TVA Nuclear Dispatch dated March 6, 1986, regarding the consolidation and restructuring of the TVA Nuclear Quality Assurance (QA)
Organization.
The dispatch generally indicated key actions and upper level QA management changes under the reorganization.
On March 20, 1986, NRC representatives from Region II and headquarters met with the TVA-personnel to discuss the restructuring in greater depth.
At that time, the Director of Nuclear QA presented a detailed and approved organizational chart which contained the new structure, functional relation-ships, and duties of QA groups within Nuclear QA.
The organizational structure is discussed in the following paragraphs.
The, Director, Nuclear QA, reports directly to the Manager, Office of Nuclear Power.
The Office of Engineering also supports the Director, Nuclear QA.
Reporting to the Director, Nuclear QA, are the corporate and site QA staffs.
The corporate staff includes the following sections:
Audit and Evaluation,
Technical.Support, Procurement QA, and Quality Systems.
The chart also indicated a site QA manager and staff for each nuclear site.

Technical Services Personnel appointed to corporate and site management positions in the organizational chart were discussed.
All corporate upper management level positions which were discussed in the Nuclear Dispatch dated March 6, 1986, had been filled.
Site Quality Managers and their subsection managers had been selected for Sequoyah and Watts Bar.
Browns Ferry management positions were actively being recruited.
Bellefonte's Site Quality Manager would be fi,lied by an acting manager.
Portions of the TVA Corporate Nuclear Performance Plan (CNPP)
dated Mar"h 10, 1986, were discussed during the meeting.
As indicated in the CNPP and as determined during the meeting, many actions to be taken by the QA'rganization were pending.
As indicated by the above and as stated in the CNPP (Section IV, E. 1)
QA had been unified under one single department; this includes unification of quality control personnel from both operations and construction.
As indicated in Section VI (paragraph D. 1),
QA is reviewing their corrective action program; additionally, TVA management stated that a
review of past corrective action items which are still open is. underway and they had not determined the chronological or status end point for this review process.
The TVA Nuclear Dispatch and CNPP actions will impact the TVA Topical Report and Nuclear Quality Assurance Manual (NQAM).
TVA management stated that both documents were being revised and that the TVA Topical Report would be submitted for NRC review prior to the Sequoyah restart.
The inspector stated that it would be desirable not only to review but also to approve changes to the TVA Topical Report prior to Sequoyah restart.
Within this area, no violations or deviations were identified.
