Dear Mr. Gellrich:

On January 20,2011, the U.S. Nuclear Regulatory Commission (NRC) completed an operating retake examination at the Calvert Cliffs Nuclear Power Plant. The enclosed report documents the examination findings, which were preliminarily discussed with Mr. C. Jones, Operations Training General Supervisor, and other members of your staff.

The examination included the evaluation of one applicant for an instant senior operator license.

The operating examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the license was issued on January 28,2011.

No findings were identified during this examination.

ln accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system the Agencywide Documents Access and Management System (ADAMS). One NRC examiner evaluated the competency of one applicant for an instant senior reactor operator license at the Calvert Cliffs Nuclear Power Plant. The facility licensee developed the examination using NUREG-1021,"Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The written examination and simulator scenarios were waived. NRC examiner administered the job performance measure portion of the operating examination on January 19 - 20,2011. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the license was issued.

.1 License Application

a. Scope

The examiner reviewed the license application submitted by the licensee to ensure that it reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, "Personal Qualification Statement," and NRC Form 396, "Certification of Medical Examination by Facility Licensee."

b. Findinqs No findings were identified.

.2 Operator Knowledqe and Performance

a. Examination Scope

The NRC examiner administered the job performance measure portion of the operating examination to one instant senior reactor operator retake applicant on January 19 -2Q, 2011. The applicant participated in a control room and facilities walkthrough test consisting of ten system tasks and an administrative test consisting of five tasks.

b. Findinos The applicant passed all parts of the retake operating examination.

.3 Initial Licensinq Examination Development

a. Examination Scope

The facility licensee developed the retake examination in accordance with NUREG-1021, Revision 9, Supplement 1. All licensee facility training and operations staff involved in the examination preparation and validation were listed on a security agreement. The facility licensee submitted the operating retake examination outline on November 19,2010. The chief examiner reviewed the outline against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee.

The facility licensee submitted the draft examination package on December 20,2010.

The chief examiner reviewed the draft examination package against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee on the examination on December 22,2010. The NRC conducted an onsite validation of the operating examinations and provided further comments during the week of January 3,2011. The licensee satisfactorily completed comment resolution on January 10,2011.

b. Findinos The NRC approved the initial examination outline and examination material.

The examiner determined that the operating examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

.4 Simulation Facilitv Performance

a. Examination Scope

The examiner observed the simulator performance with regard to plant fidelity during the examination validation and administration.

b. Findinqs No findings were identified.

.5 Examination Securitv

a. Examination Scope

The examiner reviewed examination security for examination development and during both the onsite preparation week and examination administration week for compliance with NUREG-1021 requirements. Plans for simulator security and applicant control were reviewed and discussed with licensee personnel.
