Background During the period October 30 - November 9,1987, significant problems were encountered with. the steam-driven auxiliary feedwater pumps (AFWP) Numbers 11 and 12. They necessitated extra compensatory measures to maintain AFWP No. 12 operable, involved several NRC-licensee telephone conferences, were the basis for two Confirmatory Action Letters, and ultimately resulted in a licensee decision to shutdown Unit 1 on November 5, while completing corrective maintenance on AFWP No. 11 which had been declared inoperable on November 3, due to repeated tripping of the governor valve. Problems with both turbines appeared to be related to the turbine speed control i governor, the governor-to-valve linkage, and possibly the governor valve itself and appeared to be aggravated by possible inadequate condensate drains in the steam supply to the turbine !

At the request of the Regional Administrator, a meeting was held with members of' licensee and NRC management and staff to afford the licensee j opportunity to explain the corrective actions taken and their basis for '

operational decisions. The outline of the presentations which support the meeting agenda is attache . Conclusion The meeting was an open and frank discussion among all parties which. pro-vided NRC management an understanding of the technical issues and license operational decisions related to the AFW problem The licensee also discussed potential future AFW system enhancement option !
