Areas Inspected: Followup on Security Program Event Reports and a previously identified violation; Management Effectiveness; and Independent Inspection (Followup on NRC Regulatory Effectiveness Review Findings).

Cox, Supervisor, Support Unit, Nuclear Security The inspector also interviewed other members of the licensee's proprietary security forc . Followup on a Previously Identified Violation (Closed) Violation (50-317/86-07 and 50-318/86-07): Contractor vehicles left unattended and unlocked with the keys in the ignition. The licensee implemented corrective actions to prevent recurrence. The inspector checked a number of unattended parked vehicles within the protected area during the hours of darkness on February 19, 1987 and all vehicles were locked with the keys under the control of the section head to which the vehicles were assigne . Followup on Security Program Event Reports During this inspection, the inspector reviewed records and discussed five security events reported to NRC in accordance with 10 CFR 73.71, which occurred on May 7, May 29, June 21, June 27, and December 10, 1986. Three events involved malfunctions of the security computer due to hardware problems. Another event occurred while maintenance was being performed on the security computer. The remaining event involved the finding of a bomb-like device inside the protected area. The device was determined to be harmles The licensee determined, after a full investigation, that several plant employees had participated in a prank on another employe The plant employees involved in the prank were counseled and discipline The inspector determined that the licensee took timely and appropriate compensatory and corrective action with respect to all five event . Management Effectiveness The inspector discussed the following actions undertaken by the licensee to enhance the effectiveness of the security program at Calvert Cliff Funds were approved on December 19, 1986 for the purchase of a new security computer, access control devices and associated equipmen .

Independent Inspection Effort During this inspection, the inspector reviewed the licensee's response to the NRC Regulatory Effectiveness Review (RER) at Calvert Cliffs. That response was transmitted to the NRC on September 22, 1986.
