On July 13, 1987 NRC Senior Managers met with Senior Management of Baltimore Gas and Electric Company to discuss declining performance of Calvert Cliffs Nuclear Power Plants. Attending for the NRC were V. Stello (Executive ,

Director), J. S aylor (Deputy Executive Director), R. Starostecki ( Acting {

Director Nuclear Reactor Regulation) and W. Russell (Regional Administrator).

Representing the utility were G. McGowan (President) and J. Tiernan (Vice {

President Nuclear Energy).

V. Stello opened the meeting by explaining that NRC Senior management had recently met to discuss plant performance for all plants to identify those j which require additional NRC efforts. Calvert Cliffs performance was not 1 characterized as a problem plant, rather it was explained that recent performance was not consistent with prior performance and that NRC was concerned with the downward trend. Examples including recent equipment qualification, material control, level switch isolation, post accident sampling system, and emergency diesel generator problems / events were discusse !

G. McGowan and J. Tiernan were candid in their assessment of recent performance and stated that NRC's assessment was similar to their own. McGowan indicated that he had met with senior site managers prior to the EQ problems last March to express his concern regarding complacency and recent performance. J. Tiernan explained the basis for the company's January ,1986 reorganization, and stated that he expected some decline in efficiency, productivity and performance as a result of the reorganization before the long term benefits would accrue. The decline was greater than expected. He also described recent action taken to reverse the trend and explained that he thought the performance trend was turning aroun W. Russell indicated that the staff would continue to evaluate facility performance and would apprise the company of our findings using normal inspection procedures and suggested periodic senior management meetings to review performance trend '

In closing, V. Stello indicated that NRC's objective was to provide information and feedbar.k which would assist the company in improving its performance to its previous high levels. G. McGowan stated that NRC and company objectives were consisten .
