(b) USNRC Letter to MYAPCo dated December 22, 1988 Inspection Report No. 50-309/88-22 Subject: Response to Notice of Violation - Inspection Report 50-309/88-22 Gentlemen:

This letter responds to the Notice of Violation contained in Reference (b). For completeness, we have restated the violation with our response followin Notice of Violation Technical Specification 5.12.2, Hinh Radiation Area, requires, in part, that locked doors be provided to High Radiation Areas, in which the radiation intensity is at such levels that a major portion of the body could receive in any one hour a dose in excess of 1000 millirem, to prevent unauthorized access to those area Contrary to the above, on November 24, 1988 neither locked doors nor other compensatory measures (e.g., continuous direct surveillance) were provided

.to prevent unauthorized access to the minus two foot elevation of containment inner loop area where the radiation intensity was such that a major portion of the body could receive in any one hour a dose in excess of 1000 millirem.

l Maine Yankee Response Cause:

This violation was the result of a contracted radiological controls technician ignoring his watch statding instructions and leaving his post at a satellite station access point. Even though no other person entered the area under his control during his absence, the technician violated the administrative controls which had been established to prevent unauthorized access to areas greater than 1000 mrem / hou L-RCC a . a i 7 r/ g .
