len D.f ro % Chief, Fuel Facility and Material Date Safety Branch, Region IV Summary Inspection on December 5,1979 The purpose of this unannounced inspection was to verify that ade.inistrative requirements were established or implemented and to observe the opening and quality of contents of a package awaiting shipment.

Areas Inspected:

Current regulations, current requirements of waste burial firms, instructions and operating procedures, training, audit program, and content of applicable audit. One package was opened for inspection.

The inspection involved four (4) hours by one (1) NRC inspector.

Results: No items of noncompliance with NRC requirements were identified.

Inspection Activities A current set of DOT and NRC regulations for the transfer, packaging a.

and transport of low-level radioactive waste material was physically located in the Health Physicist's Office. Datomation subscription

is used to keep current the NRC regulations.

The DOT regulations are contained in the annual codification of Title 49, published by the Federal Register.

The licensee routinely ships waste only to Barnwell, South Carolina, and does have a current set of Barnwell requirements in the Health Physicist's Office. The licensee has never shipped to the Beatty, Nevada, nor the Richland, Washington, sites and does not possess copies of. current requirements for these two sites.

The licensee stated _that if he comtemplated waste shipments to these latter sites, he would obtain copies of requirements prior to making such shipments.

waste materials had been prepared by the station staff, reviewed by the Plant Review Committee (of station supervisors), signed by each member of the Plant Review Committee and the Plant Manager.. Copies of procedures are filed in the Radiation Protection Manual in the Health, Physicist's Office. The QA Manual does describe the establishment of procedures.

Management approved procedures OI-WDS-2 updated May 25, 1978, and HP-3 " Work Procedures" updated November 16, 1979 along with Section 6.3 of the Radiation Protection-Manual are adequate. The procedures do adequately provide for j

Type A and Type B packaging considerations.

Training for operations-personnel involved in the transfer, packaging and transport of low-level radioactive waste material consists of four hours of health physics and operational techniques. Records of' training are available as well as records of periodic refresher training.

An audit program for activities associated with transfer, packaging e.

and transport of low-level radioactive wastes has been incorporated into the overall audit program. This program includes the

. delegation of management responsibilities, the writing of audit reports to management, a system for assuring that corrective actions are taken on audit findings, and re-audit schedules, i

The management type audit of the activities associated with the transfer, packaging and transport of low-level radioactive waste was reviewed. This audit,-24-79, was conducted on September 14, 1979, and its objective was to verify that approved procedures l

were available-and implemented.

Audit findings included:

(1) A recommendation that the licensee continue to subscribe

,

to "Datomation" for maintenance of current regulations.

(2) An acknowledgement that the designation of people responsible for the safe transfer, packaging and transport of radioactive waste is made by functional title in applicable procedures.

Procedures state that this individual is Chemistry and Radiation Protection Supervisor, who is presently Mr. F. F. Franco.

'(3) An acknowledgement to the availability of procedures for all personnel involved in the transfer, packaging and transfer of waste.

(4) A recommendation that the formal documented training program be continued.

On-site Observations There were no observations of packaging activities since this is a.

normally done early on the day shift, and the inspector was not inside'the security area at that time.

Barrel No. 79-1045, which was awaiting shipment, was selected by the inspector for opening. The contents were solidified by adding concrete to within about four inches of the top of the

barrel. A probing indicated that the. concrete was of reasonably good quality and'that there was no free standing water.

There was no evidence of a " poor quality" or damaged container including the lid fastening device.

JExit Interview The: inspector met with Omaha.Public Power representatives at the Fort Calhoun site at the conclusion of the inspection on December 5,1979.

The. inspector summarized the purpose and scope of the inspection, and discussed the inspection findings.
