Areas Inspected: Routine, unannounced inspection of the licensee's (1) Audit Program; (2) On-Site Review Committee; and (3) Review of Plant Operations.
The inspection consisted of twenty-five (25) inspector hou s on-site by one (1) NRC inspection.
Results: Of the three (3) areas inspected, no apparent items of noncompliance or deviations were identified.

Audit Program The inspector reviewed the licensee's Audit Program to verify that the program adequately addressed the following items:
- Scope of the audit program
- Written assignment for responsibility for management of the program
- Qualifications of personnel
- Independence of audit personnel
- Issuance of audit reports to management
- Audit program periodic review
- Audit schedules
- Defined methods for taking corrective action
- Required written response to audit findings
- Procedure / checklist requirements The following elements of the audit program were reviewed to verify that the above items were adequately addressed:

On-Site Review Committee The inspector reviewed the records of the Plant Review Committe.e to ascertain the following:
- Changes in the charter
- Group membership and qualifications
- Meeting frequency
- Items reviewed as required by Technical Specification
- Verification that items reviewed by the group were reviewed b/ person with necessary expertise and that quorum was present The records reviewed by the inspector to verify the above we'e:

- Technical Specifications, Section 5.5.1 The inspector determined that the charter had not been changed, the procedure G-5 revision was consistent with Technical Specifications and the activities of the group, as contained in the meeting records, were consistent with requirements.
No items of noncompliance or deviations were identified.

Review of Plant Operations a.
Shift Logs and. Operating Records The inspector reviewed the following logs and records to verify conformance to plant procedures, Technical Specification reporting requirements and Limiting Condicions for Operation.

- Control Room Operator's Log, July 1, 1979 to August 31, 1979
- Auxiliary Building Log, July 1, 1979 to August 31, 1979

- Surveillance Log, July 1, 1979 to August 31, 1979 b.
Plant Tour At various times during the inspection, the inspector observed plant operations in the control room including shift change.
Control room manning and equipment status were found to be in accordance with Technical Specification requirements. The inspector also toured accessible areas of the auxiliary building, and made the following observations:

- General cleanliness was satisfactory
- No excessive fluid leaks or piping vibrations were observed
- No fire hc.aards were observed
- Seismic restraints and pipe restraints appea; to be in satisfactory condition
- Control room operators were knowledgeable in annunciator status
- Selected valves were observed to be in the required positions
- Selected equipment status tags were verified correct No items of noncompliance or deviations were identified.
5.
Exit Interview The inspector met with licensee representatives (denoted in paragraph 1)
at the conclusion of the inspection on September 20, 1979.
The inspector summarized the scope and results of the inspection.
