Areas Inspected:
Routine, unannounced inspection of the licensee's (1) Design Changes and Modification Program and; (2) Design Changes and Modification Procedures and Records. The inspection consisted of thirty-one (31) inspector hours on-site by one (1) NRC inspector.
Results:
Of the two (2) areas inspected, no apparent items of noncompliance or deviations were identified.

The inspector also talked with and interviewed other licensee employees during the inspection. The:;e included reactor operators and office personnel.
2.
Design Changes and Modification Program The inspector reviewed the licensee's design changes and modification program to verify that the following elements have been incorporated into it:
Procedures for initiating design changes and modifications

Assignment of review and approval responsibilities

Provision for document control and revision
.
Provision for control of temporary modification
.
The procedure for design change and modification is Standing Order G-21, R9, July 11,1978, " Station Modification Control." The inspector reviewed this procedure to verify that the above element had been incorporated into it. No items of noncompliance or deviations were identified.

Review of Design / Modification Packages _
The inspector selected the below listed design change / modification packages for review:

Affected procedures and drawings were revised and approved.

The inspector noted that with the exception of drawing revision, the design /
modification packages reviewed were complete and had been accomplished in accordance with the items listed above.
The timeliness of drawing revision was discussed with the licensee. The inspector emphasized the need to make revised drawings available to the power station as quickly as possible after design changes or modifications are accomplished. The licensee acknowledged that the drawing revisions are taking longer to accomplish than originally anticipated. There is a backlog of revisions and a limited number of draftsmen available. The licensee indicated that solutions to the problem are being sought.
This item will remain open pending review of the revised drawing for the above listed design changes / modifications and until the inspector can ascertain that problem area of drawing )revisicns for Fort Calhoun Station has been resolved. (0 pen Item 7908-01 4.
Emergency Feedwater Surveillance Testing The inspector was requested, by phone from the Region IV Office, to ascertain rhether one train of emergency feedwater had to be made inoperable while the other was being tested.
The inspector determined that while surveil-lance testing is being conducted, both trains of emergency feedwater are available.
5.
Exit Interview The inspector met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on May 24, 1979.
The inspector summarized the scope and results of the inspection.
