This special announced inspection involved nine inspector-hours on site participating in an enforcement meeting associated with the inoperable main steam flow instruments and a plant tour.

Meeting Summary The senior NRC representative opened the meeting by stating that the purpose of the meeting was to discuss the events related to the Unit 1 inoperable main steam flow instruments of February 22, 1982.

Emphasis was placed on the need for improved management control of plant systems.

The February 22, 1982 event was similar to a previous event of August 1980 in which the fuses had been removed from the main steamline flow trans-mitters.

The VEPC0 senior representatives acknowledged the February event and stated as part of the corrective action that the event had been reviewed with pertinent plant groups and that I&C checklists had been developed to supple-ment other plant checks to assure the systems were operable during the plant heatup. Additionally, a VEPC0 Vice President planned to meet with small groups at Surry and North Anna during April to stress the importance of quality performance including the observance of procedures.

NRC representatives also briefly identified several examples of procedural deficiencies that had recently been noted at the North Anna plant.

These examples are discussed in Inspection Report Nos. 50-238/82-08 and 50-239/82-08.

VEPC0 was asked if collectively these formed a pattern acceptable to VEPCO. VEPC0 representative responded that management commit-ment was one of excellence and the items would be reviewed and corrective action take.

The issues were frankly and constructively discussed. The discipline of.

operations and procedural control 'were emphasized by the NRC.. The NRC

concluded the meeting by stating that escalated enforcement action was being l'

. considered for the Surry event and that VEPC0 would be. advised of - the decision.

Plant Tour.

The NRC representatives toured portions of the plant associated with the main steam flow transmitter event on March 24. The areas visited were clean and orderly.
