REPORT 50-275/98-99; 50-323/98-99
Dear Mr. Rueger:
Enclosed for your review is the SALP report for the Diablo Canyon Power Plant for the period of August 18, 1996, through May'9, 1998. A meeting to discuss this report with you and your staff is scheduled for 10:00 a.m. on July 8, 1998, at the PG8E Community Center in San Luis Obispo, California. During this meeting, you are encouraged and expected to candidly comment on our report. Although this meeting is a forum between Pacific Gas and Electric Company and the NRC, it willbe open to observation by members of the public and other interested parties.
In accordance with NRC policy, I have reviewed the recommendations of the SALP Board and concur with the ratings and the views. The functional areas of Maintenance and Plant Support were rated as Category 1, indicating superior performance.
The Operations and Engineering functional areas were rated as Category 2, indicating good safety performance.
Performance in the Plant Support area was again determined to be superior.
Improvements were observed in the component areas of radiological controls, emergency preparedness, security, fire protection, and housekeeping.
Performance in the Maintenance area achieved the superior level with improvements in the management of maintenance backlogs and the reduction of plant events due to balance of plant problems.
The SALP Board observed that maintenance management was properly focused on the challenges of implementing planned organizational changes and assuring effective work control.
Performance in the Operations area remained good with improvement noted.
Operations management demonstrated effective oversight and conservative decision making. The SALP Board recognized that, since the previous assessment, management had clarified and communicated expectations, and was working to develop full staff acceptance and 980bi90i97 980bi5 PDR ADOCK 05000275

The Board observed that continued attention is needed to consistently achieve management's expectations for procedure adherence and proper clearance program implementation.
Performance in the Engineering area was good with improvement noted in several areas.
The large engineering backlog noted in the previous assessment period was effectively reviewed, prioritized, and issues worked so that only a small number of quality-related items remained.
Engineering management developed and was implementing innovative initiatives to retain design basis knowledge, assure effective knowledge transfer, and centralize various data bases.
The ongoing organizational transition warrants continued management attention. The Board noted that while engineering procedures and programs remained good, some process modification was needed to assure earlier and more effective consideration of the regulatory aspects of design changes and design basis fidelityverifications.
Overall, the SALP Board observed strong Nuclear Quality Services audits and improvement in self-assessments by all program functions.
Continued performance improvements willbe dependent on management's use of these audits and assessments.
In accordance with Section 2.790 of the NRC's "Rules of Practice" Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the SALP report willbe placed in the NRC's Public Document Room.
