Dear Commissioners and Staff:

ln the above inspection report, the NRC requested PGSE confirm a regulatory commitment to ensure that the performance demonstrated during the September 1996 Operational Safeguards Response Evaluation (OSRE) be maintained.

This letter provides the commitment confirmation 'and clarification.

Diablo Canyon Power Plant (DCPP) has reviewed the current tactical response plan, Subsequent to the OSRE, modified exercises were conducted to validate that an effective tactical response capability has been maintained.

Through testing and drill exercises, lt was determined that DCPP has maintained tactical response capabilities as demonstrated and tested during the OSRE.

To ensure that consistent application of the tactical response plan is maintained, PG&E has issued additional guidelines on staffing for tactical responses.

Any significant change to the tactical response plan willbe validated prior to implementation, Additionally, any changes that affect the security plan willbe reviewed under the criteria of 10 CFR 50.54(p) and submitted to the NRC for approval as required.
