The weaknesses involved: (1) untimely activation ofthe technical support center and emergency operetloris facility,and (2) an untimely offsite agency noti)cation for the site rrire'a enlergency.

PG&E's reply to the first kfentlfled weakness ls enclosed.

The NRC inspection report indicated that the second exerelse weakness was self identified during the PS&E critique process and planned comsctlve actions are adequately addressed; therefore, a response Is not necessary.

/APL.YTO NOTlCF OF EIIERGENCY EXERClSE WEAKNESS lNSPEGTION REPORT NQS, 50475/98-15 AND 50.323/88-15 On November RO, 1998, as part of NRC inspection Report (IR) Nos. 50-275/98-16 and 50-323/98-16, NRC Region IVidentified two emergency exercise weaknesses regarding Diablo Canyon Power Plant (DCPP), Units 1 and 2. The identified weakness requiring a response and PO&E's reply are documented below.

10 CFR Part 50, Appendix EIY.E,2.g, g. states:

Alltraining, including exerceee, shall provrde forforrrra/ critr'ques in order toidentify weak or de/le/ant areas that need conect/on. Anyweaknesses or deficiencies that are /den%ad shal/ be corrected."

The TSC met "minimum sta@ng requirements" approx/mate/y 14 minutes after the alert dec/aratton, but the center was not activated unti7 about 75 rrr/nutes after tha alert dectdration. Althoiigh the TSC was cons/dered functiona/at the'time minimum stating rendu/rements wars met, itwas not considered activated unbl the emergency coordinator respons/b1lities were assumed. from the CR. As a result, TSC activation was considered unt/me/y.

Since the emergency plan did not contain actual activat/on times, the inspectors had to re/y on the above references as the bases forthe evaluation (5O minutes).

Accordingly, the inspectors /denNied the untlmcly activation ofthe TSC and EOF as an exercise weakness (50-275; 323!98ON-Of).

REASON FOR THE WEAKNESS PG&E agrees with the weakness as stated in the IR. The DCPP Emergency Plan (EP)

does not explicitlydefine the term "activation,'nstead, the existing DCPP EP procedures relied upon plant staffing expectations achieved durfng Implementation of the EP. This methodologyfailed to establish clear expectations for "activation."
