SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed its per,iodic evaluation of the performance of your Diablo Canyon Power Plant during the period August 1, 1986 through July 31, 1987.
The performance of your Diablo Canyon Power Plant was evaluated in the functional areas of plant operations, radiological controls, maintenance, surveillance, fire protection, emergency preparedness, security and safeguards, outages, quality programs and administrative controls, licensing activities, and training and qualification effectiveness.
The criteria used in conducting this assessment and the SALP Board's evaluation of your performance in these functional areas are contained in the enclosed SALP report.
Overall, the SALP Board found your performance to be acceptable and directed toward safe facility operation.
Certain strengths and weaknesses and board recommendations are provided in Section IV, Performance Analysis, of the enclosed SALP report.
A management meeting to discuss the results of the SALP Board's assessment is not a requirement, but may be held as a public meeting at the discretion of the licensee or NRC.
We have agreed to hold such a meeting on October 30, 1987, at the Region V office with you to discuss the results of this SALP assessment and your progress on your action plan outlined in your June 15, 1987 letter.
The SALP Board recognized that implementation of your plans from the June 15, 1987, letter has been and will continue to be a major challenge to your management.
Further, the SALP Board indicated that successful implemehtation of these plans may result in improved performance.
The NRC's Office for Analysis and Evaluation of Operational Data performed an assessment of licensee event reports submitted for the Diablo Canyon Power Plant.
This assessment was provided as an input to the SALP process; a copy is therefore enclosed for your information.
Also enclosed is a copy of the NRR assessment which was provided as an input to this SALP process; this NRR assessment is summarized in Section IV.10, Licensing Activities, of the SALP report.
