Failure to notify San Luis Obispo County Sheriff s office in a timely manner.

A review of the licensee's March ll, 1987 response to our February 10, 1987 Notice of Violation was performed.

Based upon this review, it appears the licensee has taken appropriate action to insure the timely notification of San Luis Obispo County of the declaration of any emergency classification.

In addition, a

review of the notification logs for two unusual events occurring on February 23, 1987 and March 21, 1987 was performed.

This review showed timely notifications were accomplished during both events.

The San Luis Obispo County Sheriff's office was notified within eight minutes during the March event and within ten minutes during the February event.

Based upon the licensee's response to our February 10, 1987 Notice of Violation and timely notifications during the two recent unusual events, it appears appropriate corrective action has been taken.

Closed Outstandin Item 85-31-02 - Minimum staffing levels for the OSC.

A review of emergency implementing procedure EF-2, Revision 7,

"Activation and Operation of the OSC,"

shows the licensee has established minimum staffing levels for activating the OSC.

Prior to declaring the OSC operational, the Maintenance Coordinator must establish contact with the site Emergency Coordinator and determine requirements for immediate maintenance activities, an OSC supervisor must be available to brief teams, and team staffing requirements must be met for immediate maintenance activities.

Closed Outstandin Item 85-31-03 - Procedures for recovery and reentry.

A review of EP-OR-3,

"Emergency Recovery and Reentry," Revision 0, dated April 14, 1986, shows that a procedure has been established for Recovery and Reentry.

The procedure was examined and noted to contain criteria and guidance for reentry to affected areas of the plant, terminating an emergency event, and initiating a program to restore the plant to its pre-emergency status.

The procedure was also noted to contain checklists to aid the recovery manager in de-escalation and termination of an emergency event.

Information Notice 86-97 on December 8, 1986, and has revised their standard test procedure (STP I-29B) to incorporate the guidance contained in Information Notice 86-97.

A review of the licensee's plans for staffing the Emergency Notification System (ENS)

and Health Physics Network (HPN) telephone systems was also performed.

It was determined that qualified individuals were available to maintain continuous communications on the ENS and HPN telephone systems.

The licensee has reviewed the notice and has revised their procedure for reporting to the NRC in accordance with the guidance contained in 85-78.

Closed Outstandin Item IN-86-98 - Offsite Medical Services.

A review of this item s ows t e icensee as received Information Notice 86-98 on March 19, 1987.

The licensee has reviewed the Information Notice which transmitted the Federal Emergency Management Agency (FEMA) guidance memorandum MS-l," Medical Services," to NRC licensee's.

MS-1 contains the planning standards for arrangements of medical services for contaminated injured individuals.

Presently, the licensee is working to achieve compliance with all the planning standards contained in MS-1.

Based upon this review, annual emergency response training is being provided to members of the Corporate Emergency Response

Organization who may be called upon to respond to an emergency.

However, of the forty individuals'ecords examined, five were not current in their training requirements.

These deficiencies appear to be the result of the licensee s training tracking system.

The licensee has committed to revising their tracking system and training matrix to insure no further problems are encountered.

This area will be reexamined during a

subsequent inspection.

Licensee Audits The inspector verified that an independent audit of the emergency preparedness program had been conducted on an annual basis, in accordance with the requirements contained in 10 CFR 50.54(t)

and Section 8 of the licensee's Emergency Plan.

guality Assurance audit 83136(t), dated September 10, 1986, was performed to meet the above stated requirements.

An examination of the audit determined no nonconformance reports were issued.

Two audit findings were observed, however, these findings were administrative in nature and had no adverse impact on plant or system activities.

Corrective action on the findings had been initiated and no other problems were identified.

Exit Interview An exit interview was held at the licensee's Corporate Headquarters on March 25, 1987, along with an informal briefing on April 22, 1987, for the purpose of discussing the preliminary findings of this inspection.

Licensee representatives present at these meetings are identified in Paragraph one above.

There were no violations of NRC requirements identified within the scope of this inspection.

Other items specifically discussed during these meetings are described in Sections 2 through 5 of this repor. ~
