Subject: NRC Inspection - Diablo Canyon, Units 1 and 2 This letter refers to the announced pre-operational Safeguards inspection of your activities at Diablo Canyon Power Plant, Unit 2 authorized under NRC License No. CPPR-69 conducted by Messrs. D. W. Schaefer and L,. R. Norderhaug of this office and Mr. R. Bradley of Lawrence Livermore National Laboratory (NRC Contract) on March 4-8, 1985. It also refers to the discussion of our inspection findings with Mr. R. C. Thornberry, Plant Manager and members of his staff on March 8, 1985. Further, this letter refers to the meeting at Region V Office between Messrs. B. Dettman and R. Todaro, PG&E and M. Schuster, D. Schaefer and L. Norderhaug of this office on March 15, 198 Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and contract personnel and observations by the inspector Based on the results of this inspection, it appears that certain of your activities (at Unit 1) were not conducted in full compliance with NRC regulations, as set forth in the Notice of Violation, enclosed herewith as Appendix Pursuant to the provisions of 10 CFR 2.201 you are required to respond as indicated herei In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal R2gulations, documentation of the findings of your safeguards and security procedures are exempt from public disclosure; therefore, the enclosed inspection report and Appendix A thereto will not be placed in the Public Document Room and will receive limited distributio .
