IE Bulletin and Circular Followu The licensee's response and corrective actions to concerns identified in the following bulletins and circulars were examined.

The inspector also ensured that appropriate corrective actions determined by the licensee were accurate and complete.

Accordingly, the following bulletin and circulars are considered closed for Unit 2:

Thd*'licensee committed to upgrading the quality and clarity of the SISIP packages, enabling a reviewer to reconstruct the chain of events from the identification of the interaction to final closure of the package.

The licensee developed Appendix K, dated November 30, 1984, to the Systems Interaction Program Manual.

The title of this appendix is, Procedure for Unit 1 File Review and Certification."

The inspector reviewed twenty Unit 1 packages to verify the package quality after the upgrade.

The packages reviewed were:

Follow-u Item 84-09-02 Review of Interaction Modifications Acce ted "As-Is" Closed The licensee committed to a review of all interaction modifications accepted

"As-Is" by the SISIP walkdown team during final field verification.

The intent of this review wasto close the loop with engineering, so that engineering documents may accurately reflect t the as-built, or in this case the as-accepted, condition of interaction induced modifications.

Figure K.4.1, of Appendix K to the SISIP Manual, "File Review and Certification Flow Chart,"

instructs the package reviewer to prepare a transmittal to engineering for any modifications accepted

"As-Is".

The inspector reviewed six of the fourteen packages found to have modifications accepted

"As-Is" by the walkdown team.

The packages were:

Each package was found to have a "Systems Interaction Program Transmittal" to engineering, asking that engineering update their documents to reflect the as-built condition.

In each file there was a.memo=. from engineering responding to the transmittal.

The licensee committed to completing all SISIP induced modifications prior to issuance of a full power license.

The licensee has supplied documentation to the staff describing completion of the modifications.

The inspector reviewed the following administrative procedures from Volume 1 of the Plant Manual to verify SISIP incorporation into the design change and housekeeping programs:

Per the request of the Nuclear Reactor Regulation Branch of the staff, the inspector reviewed the Unit 2 SISIP.

The inspector reviewed the following interaction packages:

No. deficiencies similar to previous findings for Unit

were apparent.

The inspector reviewed PG&E letter DCL-84-361,

"Systems Interaction Program Status," with the licensee.

As stated in the letter, the Unit 2 program was being implemented in the same manner as the Unit 1 program, but due to lessons learned during the staff inspection of the Unit 1 program, the Unit 2 program has been improved.

This was apparent during the review of the Unit 2 packages and the comparison of them with the Unit 1 package A prequalification effort using Unit 1 program results was utilized to improve; the Unit 2 program.

No written discussion of this effort was-"available at the time of the inspection; however, the licensee stated that this would be documented in the Unit 2 final report.

As stated in the letter, there were three followup items related to comparison of the Unit 1 and Unit 2 programs.

The staff will track this as one open item which will be reviewed for closure when Chapter 9 of SISIP manual has been completed and the post-program reconciliation, of both unit's program results have been performed and documented in a separate report.

The reconciliation report was forecast by the licensee to be complete by June 1985.

(Follow-up Item 85-05-01)

The total number of identified interactions for Unit 1 was 2204.

The total for Unit 2 is 1552.

The difference of 652 interactions will be accounted for by SISIP staff in the reconciliation report.

Initial indication of the lower number for Unit 2 was believed to be due to better walkdown techniques, completion of construction prior to walkdown, and various lessons learned from the Unit 1 effort.

Any items identified by the reconciliation will be addressed.

Unit Before the SISIP for Unit 2 can be determined complete, all modifications required to resolve interactions must be completed.

The licensee stated that all modifications will be performed by January 31, 1985.

Final field verification will normally be completed within two days after a modification has been completed.

2 Internal Review Pro ram (IRP)

Per the request of the Nuclear Reactor Regulation Branch of the staff, the inspector reviewed the completion status of three IRP modification packages:

2-0034 CCW System - Design Basis for Seismic and Heat Load requirements.

2-1088 Seismic qualification of Unit 2 CCW Heat Exchanger.

2-8010 AEW System - Turbine Bearing Cooling Water and Pump Recirculation System Surges.

The above. packages were audited by the inspector.

No package problems were identified.

The packages, however, are open due to incomplete construction of the associated modifications.

Fifty of the 100 open DCN's were for three IRP'ackages relating to raceway supports, rupture restraints, and HVAC duct supports.

Exit A telephone conversation was held January 23, 1985, between the inspector and 1. Horn of PG&E, the SISIP Project Coordinator, to discuss the follow-up items that were a result of the Unit 2 SISIP inspection.

The results of the inspection were also discussed with the Plant Manager and his staff at the conclusion of the inspection on February 1,
