Areas Inspected:

Routine, unannounced inspection of plant operations, Onsite Review Committee, and independent inspection.

The inspection involved 24 inspector-hours by one NRC inspector.

Results:

2.

Plant Tour The inspector toured the facility and.made the following observations:

a.

Unit 1 system and components were in a status consistent with the current plant mode.

,

b.

Units 1 and 2 safety-related batteries were in the process of being replaced. A nonsafety-related battery room was being constructed in the Unit 1 Turbine Building.

c.

Housekeeping and cleanliness in Units 1 and 2 appeared consistent with current construction activities, as well as applicable fire and safety requirements.

No items of noncompliance or deviations were identified.

3.

Onite Review Committee The inspector examined the meeting minutes and associated records for the Plant Safety Review Committee (PSRC) for the months of May, June, and July 1982, and discussed these records with appropriate licensee personnel to determine if the onsite review functions are being conducted in accordance with the technical specifications and regulatory requirements.

The inspector also examined selected licensee 10 CFR 50.59 reviews, procedural changes, design changes, and nuclear plant problem reports (NPPRs).

The inspector observed that some of the licensee's NPPRs were not in the central files for these documents (specifically, DC0-82-ST-P0001, DC0-82-PS-P000S/P0024, and P0032), but were in the appropriate originating group's log.

In response to the inspector's question at the exit meeting, licensee representatives stated that the quality control group was responsible to track and close out NPPR...
