- Denotes those present at the exit interview on April 8, 199 Other licensee employees were contacted and interviewed during this inspectio.0 Purpose The purpose of this routine inspection was to review the licensee's implementation of the Radiological Environmental Monitoring Program (REMP) and Meteorological Monitoring Program (MMP).

Management Controls The inspector reviewed the licensee's management controls for the REMP, including assignment of responsibility, program audits, and corrective actions for licensee identified inadequacies and problem areas in the progra Organization and Program Changes The inspector reviewed the organization and administration of the REMP. There have been no significant changes since the previous inspection. The program is administered by a Senior Staff Engineer, who reports to the Manager, Radiation Protection/Chemistry Services. .3 Services, who reports to the Vice President, Nuclear Operations. The Senior Staff Engineer reviews the performance and/or analytical data generated by its contractor Most samples are collected by personnel from the PSE&G Research and Testing Laboratory, although personnel from Environmental Consulting Services, Inc., are responsible for collecting aquatic samples, including surface water, fish, crab, and sediment. The latter are delivered to the Research and Testing Laboratory where the appropriate analyses are performed. The Research and Testing Laboratory General Manager reports through the Vice President, Transmission Systems, to the Senior Vice President, Electric Business. Unit. Quality control (QC) samples are analyzed by Teledyne Isotopes, Inc. QC results are sent to Radiation Protection/Chemistry Services, where they are reviewed and compiled into the annual Radiological Environmental Monitoring Program repor Quality Assurance (QA) Audits The inspector reviewed the following QA Audit Report as part of the evaluation of the implementation of the Technical Specification (TS) requirement Audit No.93-151, Radiological Effluents Controls This audit was conducted by Nuclear Department Quality Assurance, which reports through the Manager, QA Programs and Audits to the General Manager, Nuclear Quality Assurance I Nuclear Safety Review, who in tum reports to the Vice President
& Chief Nuclear Officer. The audit was performed during the period August 8 to September 14, 1993. No items of safety significance were identified in this audi The inspector noted that the audit documented five findings in the form of Action Requests, three of which were relevant to the REMP and the MMP. The audit was of sufficient technical depth to properly assess the implementation of the REMP and MMP programs. The status of the remaining item will be reviewed during a subsequent NRC inspectio The inspector had no further questions in this are Implementation of the Radiological Environmental Monitoring Program Direct Observation The inspector examined selected sampling stations, including air samplers for iodines and particulates, milk sampling locations, and thermoluminiscent dosimeter (TLD)
stations. All air sampling equipment at the selected locations was operational at the time of the inspection. At dairy farms visited by the inspector, samples were available, but no sample collection was observed. TLDs were placed at locations designated in the Offsite Dose Calculation Manual (ODCM).

-4 Review of Annual Reports The inspector reviewed the REMP Annual Reports for 1992 and 1993. These reports provided a comprehensive summary of the results of the REMP around the Salem and Hope Creek Generating Stations and met the TS and ODCM reporting requirement The reports were complete and the reviewed data indicated no adverse radiological impact on public health or the environmen.3 Review of REMP Procedures The inspector reviewed selected licensee environmental monitoring procedures. Based on this review, the inspector determined that the licensee has good procedures for implementation of the REM Intercomparison of TLD Results The U. S. Nuclear Regulatory Commission (NRC) Direct Radiation Monitoring Network is operated by the NRC (Region I) to provide continuous measurements of the ambient radiation levels around nuclear power plants throughout the United State Each site is monitored by arranging approximately 30 to 50 TLD stations in two concentric rings extending to about five miles from the power plant. The monitoring results are published in NUREG-0837 quarterly. _
One of the purposes of this program is to serve as a basis of comparison with similar programs conducted by individual utilities which operate nuclear power plants. Nine NRC TLDs are collocated with licensee TLDs at the Salem/ Hope Creek site. The locations of these TLDs are as indicated in Table The licensee monitors the environmental radiation levels with two sets of TLDs, one set that is exchanged and read monthly, and another that is exchanged and read quarterly. The licensee's dosimeters, which contain calcium sulfate activated with dysprosium (CaS04:Dy), are supplied and analyzed by Teledyne Isotopes, Inc. The NRC uses the Panasonic Model 801 dosimeter, which contains two elements of lithium borate activated with copper, (Li2B07:Cu) and two elements of calcium sulfate activated with thulium (CaS04:Tm). The NRC uses only the calcium sulfate elements for routine environmental monitorin The Salem I Hope Creek quarterly monitoring periods correlate well with the quarterly periods of the NRC. Table 2 lists the dates of TLD exchange for the NRC and for Salem I Hope Creek over the two year period for which the comparison was undertake During this inspection the monitoring results of collocated TLDs were compared, and the results are listed in Table 3 for those TLDs located in New Jersey, and in Table 4

The historical averages shown here are the same as reported in NUREG-0837, Vol. 13, No. 4, for these collocated stations. These reported values are the mean +/- 1 standard deviation for all quarters (starting in 1983) for which net data were availabl The relatively small standard deviations indicate that the NRC results have remained consistent over the ten-year period. The licensee results are generally in agreement with those of the *NRc. Differences of up to several milliroentgen (mR) per quarter are not unexpected, and may be due to variations in calibration methods, transit times, exposures encountered during transit, et Quality Control Program for REMP The inspector reviewed the licensee's program for quality control of analytical measurements for radiological environmental samples. One aspect of quality control consists of measurements of duplicate samples performed by the primary and QC laboratories. Both the primary and the QC laboratories participated in the EPA cross-check program, and conducted an internal QC program. Periodic reports of QC results are supplied to the licensee. The data indicate, with few exceptions, agreement between the primary laboratory and the QC laboratory, and with EPA cross-check samples. Where discrepancies are found, reasons for the differences are investigated and resolved to the extent possibl The inspector had no further questions in this are Meteorological Monitoring Program The inspector examined the licensee's MMP through direct observation, discussions with personnel, and examination of procedures and records for calibration of equipment. The primary meteorological tower is equipped with wind speed, wind direction, and temperature sensors at the 33, 150, and 300-foot elevations. There are also backup wind speed and wind direction sensors on a separate tower at the 33-foot elevation. The inspector observed the sensors and their readouts in the equipment house at the base of the tower, as well as the readouts in the control room. The meteorological data are available in the equipment house and in the control room via digital display from the system computer and via analog strip chart recorders. The data are also available in the Technical Support Center via digital display from the system compute The licensee performs calibrations of the meteorological sensors on a quarterly basi The TSs require calibration on a semiannual basis. The inspector reviewed Procedure ND.RS-SC.MET-1201(Q) - Rev. 0, Artificial Island Meteorological Monitoring System Calibration & Maintenance Procedure, as well as selected calibration records, with emphasis on the wind speed, wind direction, and temperature sensors.
