Subject: NRC PRELIMINARY PERFORMANCE ASSESSMENT RESULTS - SALEM During the period from July 11 through July 29, 1994 a special team under the direction of the Special Inspection Branch of the Office of Nuclear Reactor Regulation completed the first phase of a comprehensive assessment of performance at the Salem Nuclear Generating Station. This assessment is being conducted under a pilot NRC program designed to develop a customized inspection plan based on an objective, integrated review of performance insights confirmed through an on-site assessment.

The pilot process consists of an in-office review of NRC inspection reports, licensee event reports, performance indicators, self assessments, and other documentation followed by the integration of this information and the development of performance insights. A two week on-site assessment will be conducted beginning on August 15, 1994 to validate the team's preliminary assessment results. A final assessment report will then be issued to recommend future inspection activities for the upcoming SALP period.

The results of the preliminary assessment are enclosed with this letter.

The results have been compiled and assembled on a Performance Assessment/

Inspection Planning Tree along with brief summaries of the team's findings regarding each of the tree elements.

The Performance Assessment/Inspection Planning Tree is divided into five individual performance areas: licensee control systems, operations, engineering, maintenance, and plant support.

These performance areas are sub-divided into individual elements.

Each individual element has been assigned a rating based upon the assessment results.

Elements where reduced, normal, and increased NRC inspection appear to be warranted have been assigned green, yellow, and red ratings respectively on the enclosed planning tree.

Elements where insufficient information existed to come to a meaningful conclusion have been assigned a temporary blue rating. Overall performance areas will receive a rating once the on-site portion of the assessment is completed.

The individual ratings provided in this preliminary assessment are based upon the in-office documentation review described above and may change once the team completes its on-site assessment.
