The inspection involved six inspector-hours on site by one NRC inspector accompanied by a FEMA Region V repre-sentative.

Licensee Actions on Previously Identified Items Related te Emergency

Preparedness (Closed) 50-266/82-04-01; 50-301/82-04-01: Provisions for public notification in the Point Beach State Forest have not been formalized.
This item was unresolved pending FEMA's review and evaluation. The inspector determined through interviews and direct observations that provisions for notification of transient population in the Point Beach State Forest have been made through cooperation between the licensee

and the Park Manager Department of Natural Resources. Manitowoc County emergency plans include notification to the Park Manager. Public information brochures were previously delivered by the licensee to the park office for distribution. However, the inspector observed i
that none were available at a beach shelter house and refreshment l
stand in the park. This was corrected by the site Emergency Coor-dinator who again distributed these brochures on June 17, 1982, following the Exit Interview. This brochure is scheduled for revision and re-issue by August 1982.

Other means to notify people in the park include two public address
,
systems, each mounted on a small truck. A tone-alert radio has been
'
l ordered by the licensee for the Park Manager's office. This will l
permit immediate notification from the facility, apart from telephone l
lines, of a nuclear emergency. This one-way radio receiver won't be received until approximately October 1982. The long delivery date is l
because this is the only manufacturer supplying this type of equipment.
Also, other nuclear plants outside of Region III have long-standing
'
orders for many of these units which contributes to the delay.
The Park Manager informed the inspector that the peak number of people using the park including beach and forest areas would seldom exceed 150-200 people on a weekend. The State forest park is located between the 5 and 10 mile EPZ area south of the nuclear plant.
The inspector concluded that with present personnel resources and communications equipment notification to people in the park area within 15 minutes is possible.

Other Areas Reviewed of Licensee's Prompt Public Notification System The inspector visited the Manitowoc Sheriff's Department, including the Dispatcher's office where the siren encoder is activated for the 11 sirens of the EPZ in Manitowoc County. The dispatcher on duty demonstrated to the inspector and the licensee's Emergency Planning Coordinator that she knew how to use the encoder when required.
The Director of the Manitowoc County Sheriff's Department also demon-strated how " incident cards" are generated each time an event occurs, e.g.,
one or more sirens did not alarm on a test or a real event.
From these incident cards an incident report is generated which provides documentation of the incident event. This may be used in conjunction with a preventative maintenance program instituted by the licensee
!
through its own maintenance service or a designated contractor. Such a system is currently in use and utilizes information from the monthly required Civil Defense siren testing. The licensee's 11 sirens are
. included along with existing sirens already controlled by the County.
The inspector concluded that a good rapport exists, including coopera-i tion on siren testing and timely communications, between the licensee and Manitowoc County. The sirens north of the plant which lie in the
.
10 mile EPZ are controlled from Kewaunee County in cooperation with
'
the Kewaunee Nuclear Plant.
A FEMA representative, Region V, accompanied the NRC inspector on the entire inspection to familiarize himself with our responsibilities relating to the prompt public notification system.

Exit Interview

i The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on June 17, 1982. The inspector summarized the scope and findings of the inspection and apprised the j
licensee of the status of items relating to the prompt public noti-l fication/ warning system within the 10 mile EPZ.
