Introduction Mr. James G. Keppler opened the meeting by discussing the NRC position regarding shift staffing and augmentation and WEPCO's performance as evidenced by review of the emergency plan, the Emergency Preparedness Implementation Appraisal and the Emergency Preparedness exercise.
The guidance specified in Table B-1 of NUREG-0654 provides for the following twelve positions to be covered on each shift for emergency preparedness purposes:
1 Shift Supervisor (SRO)
1 Shift Foreman (SRO)
3 Control Room Operators (RO)
3 Auxiliary Operators 1 Shift Technical Advisor 1 Communicator 1 HP Technician 1 Rad / Chem Technician The licensee proposes the following shift complement by July 1, 1982, or other date approved by the Commission:
1 Shift Supervisor (SRO)
1 Operating Supervisor (SR0/RO)

Operating Supervisor The licensee stated that although they have an Operating Supervisor on shift who has a senior operator's license, there may be times when the Senior Reactor Operator will not be av611able due to sickness, death, termination or the like and a licensed reactor operator would become the Operating Supervisor. This would per-

tain to normal operating conditions however in emergency conditions a second SRO would be summoned to duty and could be on duty in an hour.
The licensee futher stated that his goal is to have the Operating Supervisors receive their SR0s in four to six months for these unforeseen circumstances.

Control Room Operator The licensee stated that one of the four Auxiliary Operators maintained on shift at all times will be a licensed control room operator ensuring that three control room operators will be available at all times.

The Region III concern was discussed that of the remaining three A0s one of them would be elected to perform inplant health physics duties in an emergency, leaving only two A0s to respond to both the affected and unaffected units during an emergency.
The licensee responded that since Point Beach has many facilities j
and equipment common to both Units 1 and 2 they would not need a third AO. The NRC management instructed the licensee that a request i
for an exemption from the guidance based on specific Point Beach design features, should be requested if desired. The licensee will present their justification for this point in a letter addressing the issue. NRC staf f concerns were that an accident affecting one unit could affect the other unit thus requiring the need for an additional A0 to help in safe shutdown and assessment of the
" unaffected" unit.

Notification / Communications Communicator The requirement and rationale for having a dedicated person as a communicator was presented to the licensee. The basic qualifica-tions for a communicator were discussed.
The NRC explained that a Security Lieutenant, Shift Security Supervisor or Engineering Aid could fill this position if the person were properly trained and qualified to perform the task. The licensee agreed to lock into the matter and provide his written response.

Rad / Chem Technician The duties of the Rad / Chem Technician during an emergency were explained.
Post-accident sampics would have to be taken within the initial hour of an accident.
Further, post accident sampling and analysis of all potential source terms were discussed which included primary coolant, containment atmosphere, and station effluents. The licensee provides no technical bases for not needing a Rad / Chem Technician onshift.
However, they committed to have this expertise onshift within 30 minutes after the declaration of an emergency. The licensee is presently providing coverage with a Rad / Chem Technician eighty-eight hours per one-hundred and six-eight hours week. Guidance for this function indicates full time coverage is required.

Conclusion The licensee responded to the items presented above by letter dated May 19, 1982, copy attached. The issues addressed in the le*.ter are presently being reviewed by NRR. The NRC position on these matters will be provided upon completion of NRR's review.
