Areas Ccvered: A management meeting requested by Region III was held at the site to discuss Region III concerns about indications of deterioration in the Icvel of licensee performance. The meeting involved a total of 16 manhours onsite by four NRC representatives.

Areas Discussed Region III representatives began the meeting by expressing concern over recent events and noncompliances which were indicative of deteriorating performance at Point Beach.
It was stated that, based on NRC observations, the licensee should re-evaluate the causal factors of recent events and implement necessary corrective actions.
Ten items of noncompliance which occurred during the period of October 1, 1981, through January 31, 1982, were cited as a basis for the NRC's concern. Additionally, it was noted that the rate of noncompliance in that period was greater that the rate in the SALP-1 evaluation period which ended October 31, 1980.
The ten items of noncompliance occurred during the period October 1, 1981 through January 31, 1982, and were attributed'by the NRC to three basic factors:
failure to be aware of plant conditions, failure to review /use procedures, and inadequate procedures. Previous items of noncompliance, similar in nature to these ten, were discussed to explain how the NRC viewed the noncompliances as being representative of a negative performance trend rather than being only a statistical anomaly.
Based on the perceived negative trend in performance, the NRC representatives stated that the licensee corrective actions had not addressed or corrected the generic causes of the events.
The licensee representatives acknowledged that they also are concerned with the number and nature of noncompliances at Point Beach. They stated that they have explored and will continue to explore comprehensive corrective programs for performance deficiencies.

The licensee also stated that the problems were because of the loss of experienced personnel to other organizations and the increased demands being placed on the system as a whole by the recent proliferation of regulatory requirements. The licensee believes that the recent series of events could be attributed to the loss of aggregate experience in the Point Beach organization, which is structured around the experienced individual.
The NRC representatives suggested that the licensee review the manage-ment systems to determine if the systems are applicable to the present organizational situation. The licensee agreed to conduct such a review.
~7-NRC representatives discussed the licensee's January 13, 1982, re.;anse to Inspection Reports 50-266/81-19 and 50-301/81-21, and stated that the response did not address the base causes of the items of noncompliance. The licensee acknowledged this and described some aiditional efforts undertaken with respect to the items of noncompliance.
The licensee agreed to submit a supplement to the January 13, 1982, letter to include a more comprehensive description of corrective actions taken and planned to prevent recurrence of the noncompliances. Subse-quent to the meeting, the licensee agreed, in a telephone conversation between Mr. Link and Mr. Streeter, to make that submittal by April 7, 1982.
