Thank you for your letter dated October 16, 1979, informing us of the steps you have taken to correct the noncompliance identified in our letter dated September 26, 1979.
Although your letter presents reasons why the control rods should not have been referred to as inoperable, the fact remains that Point Beach Technical
.
Specification 15.3.10 states in paragraph C.1:
"A control rod shall be
.
considered inoperable if the following occurs:
b.
The rod does not step in properly.
It shall be assumed inoperable until it has been tested to verify that it does drop." During the instance in question, the control rods could not be stepped in or out and the rods were not dropped.
While your letter indicates that you will file an application for an t. mend-ment to Technical Specification 15.3.10, it should be understood that until the amendment request is submitted and approved, or relief is granted by 13//
