Inspection Summary Inspection on May 12, 1979 (R2 port No. 50-301/79-08)

Areas Inspected:

Routine, annou'ced inspection of licensee modifi-cation to Unic 2.

Engineered Safety Features initiation logic and subsequent verification testing. The inspection involved 10 inspec-tor-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Background On May 11, '979, the Commission issued Amendments 38 and 42 to the Point Beach Units 1 and 2 Operating Licenses No. DPR-24

.nd No. DPR-27.

The amendments consist of changing the Technical Specifications to require actuation of safety in jection based on two-out-of-three channels of low pressurizer pressure versus the previous coincidence logic of pressurizer low pressure and pressurizer low level.

Inspection Details The inspector rev'ewed procedure SMP 11.4, Installation of Two out of Thre :cessurizer Trip Logic in Unit 2 Safeguards System. The procedure included all necersary precautions, procedures, a wire by wire checklist art testing to be performed to verify that the wiring b a been removed correctly, that the new wiring was properly installed, and that the system functioned to give a safety injection signal from the trip of two out of three pressurizer pressure channels.

The modification and testing to Train A was performed during the day of May 12.

Train A was declared operable about 1700.

Train B was modified and tested the evening of May 12, and declared operative around 2200.

The work performed was monitored continuously by the 16C Engineer or the 16C Supervisor.

The inspector observed portions of the work and testing performed for the modification. No problems were encountered or items of concern identified during the modification.

The licensee expects to complete the same modifications to Unit I during tne week of May 14, 1979.

The inspector also reviewed th-licensee plans to change the AC power supplied pressurizer level channel to a battery power supply to prevent a potential apurious safety injection on both units as described in the licensee prompt report for LER No. 79-08/0iT-0, dated May 2, 1979.

No items of concerns were identified in this review.

Exit Interview The inspector met with the licensee representative (denoted in Paragraph 1) on May 12, 1979, at the conclusion of the inspection and summarized the findings of the inspection.

The inspector also summarized the inspection findings with Mr. G. A. Reed by telephone on May 12, 1979.
