50-296/86-26, AND 41-08165-09/86-01 Thank you for your response of October 16, 1986, to our Notices of Yiolation issued on September 16, 1986, concerning.activities conducted at your Browns Ferry and Power Operations Training Center facilities.

We have evaluated your response and found that, it meets the requirements of

CFR 2.201.

We will examine the implementation of your corrective actions during future inspections.

After careful review of the bases for your denial of Item D in the Notice and the additional example of the violation described in Inspection Report

No. 50-259/260/296/85-25, we have concluded that we agree with your position that the Technical Specification 6.3.A requirement that procedures be adhered to is

the more appropriate reference for the Notice of Yiolation and we have changed our records accordingly.

A revised Notice of Yiolation is enclosed.

The corrective actions specified in your response are acceptable and no written response to this Notice is required.

In regard to your claim of licensee identification of the violation, Paragraph 3 of the inspe

You should therefore take action to ensure that this deficiency in your Technical Specification i s corrected.
