EDT to discuss cable pulling issues.
TVA's revised specifications for installation of electrical cable and conduit were not implemented for modifications at Browns Ferry when issued.
TVA gave a chronology of events concerning cable pulling including 1) which sites were using the new specifications, 2) the rationale for using the old specification at BFNP Unit 2, 3)
BFNP corrective actions taken since the June 17th.
TVA hold on cable pulling, 4) the ongoing BFNP cable integrity verification program, and 5) the requirements for lifting the stop won'
order. 'VA characterized their 'arlier deci sion not to implement the G38/40 specifications aO BFNP Unit 2 as not aggressive.
The NRC concurred in the requirements for lifting the stop work order and wanted to look at the test results justifying the old installations.
TVA was requested to provide a formal written position concerning cable pulling activities at Browns Ferry.

Weise reviewed the NRC understanding of new cable pulling specifi-cations and implementation at TVA sites.
The new specifications were in response to September 1985 Watts Bar concerns.
The resident inspectors at Browns Ferry have observed cable pulling using the old specifications.
The meeting was called because the NRC believed TVA had committed to using the new cable pulling specifications at all sites.
To clarify TVA's position, a docketed submittal was requested and committed to by TVA to:
1)
Describe how safety-related cable that was pulled using the TVA G3/G4 specifications will be evaluated/qualified 2)
Describe TVA's current, position on cable pulling methodology at Browns Ferry Mr. W.
C. Bibb, the Browns Ferry Site Director, opened the meeting for TVA stating that TVA has an entirely new management that is aggressive and active in solving problems.
TVA developed new specifications for pulling cable in response to concerns at Watts Bar in August-September, 1985.
The new specifications were implemented for both Watts Bar and Sequoyah, but Browns Ferry was delayed per an engineering memorandum dated January 15, 198 Tennessee Valley Authority Mr. J.
P. Stapleton presented the major events that led up to this meeting
{see attachment).
The NRC asked if there was widespread knowledge of the decisions contained in the January 15, 1986 memorandum.
TVA confirmed that widespread distribution of the memorandum was made and that two days of meetings were held prior to issuance of the memo.
The justification for not using G38/G40 specifications at Browns Ferry Unit 2 was:
1.
That Unit 2 was the only unit with cable pulling in progress.
2..
The impact on in-progress modifications and maintenance was not known.
3.
Whether conduit would meet G38 instead of G3 was not known.
4.
Whether modifications could be made in ongoing work plans

5.
Cable verification programs were already underway.
6.
The risk was known some cables might have to be repulled.
A review was presented of Browns Ferry actions since June 17 to initiate G38/G40 and the BFNP cable integrity verification program.

Raughley discussed the dec'ision to do pulling 'tension and side-wall pressure tests instead of using calculations only.
This decision was due to NRC concerns from Watts Bar.
Watts Bar configurations were used but comparisons will be made to Browns Ferry.
The NRC asked if Browns Ferry would have continued pulling using G3/G4 if the NRC resident inspectors had not identified the continued use of the older specification.
Both Mr. Bibb and Mr. Stapleton answered that the TVA cable verification program and other programs would have picked up the discrepancy within several months.
They described the decision under the old management to not implement G38/G40 immediately, as not aggressive.
They also stated that no significant problems have been identified from the cable verification program currently.

L. Gridley, representing corporate TVA management, emphasized that TVA's reorganization objective was 1) to put design control into one organization for better control, 2) that deviations to TVA procedures are not authorized,
.aad 3) that there is a corporate commitment to accountability.

C. Bibb discussed the requirements to be sent out June 25, 1986, to lift the stop work order.
He emphasized that the lifting would not be based on a date, but would be based on completion of,procedure revisions and comple-tion of training on these new procedures.
Mr. A. F. Gibson stated that the TVA actions necessary to lift the stop work order were acceptable to the NRC as described.
He also stated that the NRC
Tennessee Val 1ey Authority would review these tests used to justify previous installations.
He thanked TVA for their presentation and closed the meeting.
