Documentation of first aid equipment inventor The inspector reviewed documentation of the required monthly inventory of first aid kits and determined that documentation has been completed as required in Procedure HP 2.2 (Closed) Noncompliance (255/77~05): Documentation of decontami-nation supplies inventorie The inspector reviewed selected decontamination supply inventory records and determined that inventories have been completed as required in Procedure HP 2.6.

  • Emergency Plan and Implementing Procedures The inspector reviewed the site emergency plan and implementing procedure The procedures are in the format, of individual cards and include a job title, principal position, alternate position, responsibilities and immediate action require The emergency procedure cards have all been updated either during 1977 or 197 The inspector determined that the emergency plan had been reviewed as require.

Offsite Support Agencies The inspector reviewed the letters of agreement between the Palisades plant and various offsite support agencie These letters were updated in 197 A licensee representative stated that the letters of agreement are updated once every two years unless required soone The inspector visited representatives of the offsite agencies listed in Paragraph 1 and discussed coordination between the agency and the Palisades Plan Representatives of all of the agencies stated that they considered the coordination between their agency and the Palisades plant to be adequat These agencies are trained by a representative of Consumers Power annuall The inspector reviewed training records and training content and determined that training has taken place as require The inspector identified no problems with the coordin-ation between the offsite agencies and the plan Training Personnel training in the Emergency Plan is done on a quarterly basi The inspector reviewed selected training records for plant personnel and exams administered to determine the adequacy of the trainin The records substantiated that the plant personnel had been trained in the Emergency Plan on the annual frequency required in the Emergency Pla As stated in the previous paragraph, representatives of the offsite agencies have also been trained as required in the Emergency Pla First aid training is available to appropriate personnel on a frequency to maintain current first aid card The inspector identified no problems with trainin.

Facilities and Equipment First Aid Facility As denoted in paragraph 2, the inspector examined the first aid facility on the turbine room floor and determined that all construction has been complete An inventory list has also been incorporated into existing procedure The inspec-tor has no more questions concerning this facility *

  • Emergency Kits The inspector reviewed records of the inventories of the emergency kits and additional equipment specified in the Emergency Pla The records indicated that an inventory of these kits had been conducted on the required frequenc Missing supplies were replaced on a timely basi The contents of various emergency kits were examined and found to be as specified on the enclosed inventory shee First Aid Equipment The inspector reviewed documentation of the monthly inventories of the first aid kits and determined that inventories had been conducted as required in the appropriate procedur Missing supplies have been replaced in a timely fashio The inspector also examined selected first aid kits and, in general, found the contents to be as specifie Decontamination Supplies A review of the decontamination supply inventory records revealed that inventories have been conducted as required in the appro-priate procedur Missing supplies have been replaced in a timely fashio The inspector examined the decontamination supplies and found them to be as specifie Monitoring Equipment and Survey Instruments The inspector examined calibrations and daily checks of the stack gas and liquid effluent monitor All checks were made in accordance with procedural requirement The inspector also examined portable survey instruments maintained in the emergency kits and found them to be operational and cali-brated as require The inspector identified no problems in these area.

Emergency Drills The inspector reviewed records of emergency drills conducted since the previous emergency planning inspectio These drills were conducted as required in the site Emergency Pla The drills have been properly reviewed and critiqued, and recommendations noted have been implemente One item identified in the December 1977 Emergency Plan drill concerned the marking of the emergency siren

switch so that the proper alarm would be activate During the drill the fire alarm was initially activated rather than the emergency alar A recommendation was made that the switch be marked to indicate which position was the fire alarm and which position was the emergency alar These labels have since been made and no problem was identified during a drill conducted in June 197 One item also identified during a drill was the fact that the new office building has been built without emergency sirens having been installe The licensee stated that emergency alarms will be installed in the new building within two months from the date of this inspection, if there are no problems in obtaining the alarm This item is considered to be an open item and will be examined during a subsequent inspectio The inspector identified no other problems associated with the drills in the Emergency Pla.

Confirmatory Measurements The inspector collected a special liquid sample and particulate sampl The results of the comparative analyses performed on effluent samples split at the site during the second quarter of 1978 are shown in Table The criteria for comparing measurement results with the results from the NRC reference laboratory are given in Attachment For the ten sample comparisons, the licen-see's results yielded six agreements and four disagreement The results were discussed with the license The licensee failed to detect krypton-85 in a split sample of gaseous wast This was attributed to the fact that the licensee collects very small samples (0.5 cc) of gaseous wast Although the licensee failed to detect Kr-85, the sample activity was so low that the licensee did not exceed effluent release limit The licensee agreed to use a larger gas bomb in which to collect and count samples in the futur The licensee's results for cobalt-60 in the liquid waste and cobalt-58 and cobalt-60 on the particulate filter were in dis-agreement with the results from the NRC reference laborator The licensee's results were approximately a factor of 2 higher than the results from the NRC la The licensee checked his calculations and his efficiency determinations and stated that no explanation for the discrepancy was apparen If these dis-agreements are real and the licensee's results are representative, they may have overestimated releases of these nuclides near the time of the comparison and thus have been conservative in reporting the true activity.
