Routine, announced inspection of facility modifications (design changes) and outstanding inspection item The inspection involved 25 inspector-hours onsite by two HRC inspector In addition, the inspec-tors spent a total of 53 inspector-hours accompanying the NRC Performance Appraisal Team (PAT) in a separate inspection, which was conducted con-currently and which will be documented separatel Results:

Plant Design Changes/Modifications A number of plant modifications performed within the licensee's Facility Change (FC) and Specification/Field Change (SFC) procedures in 1977 were examined by the inspector Proper review and approval, adherence to 10 CFR 50.59, use of activity-control procedures including hold points and acceptance tests, and updating of procedures and drawings were specifically examine The review was a continu17ion of the inspection of this area began during a previous inspection.-
Facility Changes 357 and 357-1, involving expansion of the containment breathing-air header, and Facility Changes 402, 420-1, 402-2, and 402-3, involving provision for and testing of a seismically qualified operating-air supply to containment ventilation valve seal rings (T-rings), were examined in detai Review of the information on T-ring air supply rnodif ications included an examination of subsequent testing procedures, test data, and report (See paragraph 3.a)

Outstanding Inspection Stems Operability of Containment Ventilation Valve~/
The inspectors reviewed the licensee's procedures, data, and calculated results from testing of the containment ventilation valve seal rings (T-rings) to ascertain acceptable completion of the testing and verification of valve operabilit Based on this review the inspector has no further questions concerning this matter at this tim The item is considered close Boric Acid Heat Tracing The inspectors reviewed the licensee's program for operation, surveil~7nce and maintenance of the boric acid heat tracing system.-
The licensee had completed a circuit check, identi-fying five failed boric acid heat tracing circuit No common circuits had failed, causing low pipe-run temperature The licensee is repairing the circuits during the present plant outage and is establishing routine weekly surveillance of the circuit currents to assure early detection of circuit failures and expeditious repai The licensee stated maintenance personnel would perform routine replacement of failed fuses found by the op.erations group during regular rounds, due to the fuse locations being a possible safety hazar *

During the review, however, the inspector noted the plant security system had not been included on the "Q-list".
This list has been established to identify safety related items and activities which control the operation of the facility within the Technical Specifications or Federal Regulation This basis is included in Quality Assurance Policy 2 and Quality Assurance Program Procedure 2-5 The licensee has an operating security program and is continuing to implement additional measure In that the security system satisfies requirements of a Federal Regulation (10 CFR 73.55), the inspector believes the licensee is committed to its inclusion on the lis The licensee does not agree with the inspectors opinio This matter will be reviewed further by RIII and is considered an unresolved ite No items of noncompliance or deviations were identifie.
