This acknowledges your letter dated December 27, 1978, informing us of the steps you have taken to correct the items of noncompliance identified in our letter dated December 1, 197 Concerning item 1, we do not agree with your conclusion that no non-compliance with plant procedures or technical specifications occurre One of the purposes of detailed written procedures is to assure safe operation of the plan Therefore, no actions adversely affecting safety related systems may be taken other than as permitted by procedur For the event in question, when SI was blocked there was no assurance the reactor would remain subcritical throughout a sudden complete cool-dow A later analysis showed sufficient shutdown margin was available without SI, but this was not known at the time of the even It is our position that blocking SI without adequate assurance that safe shutdown margin would be maintained constitutes failure to adhere to your procedure I I
As to the necessity of stopping the primary coolant pumps due to loss of component cooling flow into containment, it is our understanding that the operator can under certain conditions manually maintain component cooling to the primary coolant pump Alternatively, we concur with you that boration, even without primary coolant pump flow, is the proper and conservative actio Your corrective actions for all items were reviewed during a recent inspection and found satisfactor D7°/
