SUBJECT:
REISSUED INSPECTION REPORT - TURKEY POINT NUCLEAR GENERATING STATION UNITS 3 & 4 - INTEGRATED INSPECTION REPORT 05000250/2019003 AND 05000251/2019003
Dear Mr. Moul:
On October 25, 2019, the U.S. Nuclear Regulatory Commission (NRC) issued Inspection Report 05000250/2019003 and 05000251/2019003. This version of the report was categorized under ADAMS Accession Number ML19298B835.
After the inspection report was issued, the NRC identified that the Additional Tracking Items table did not include a listing for Licensee Event Report (LER) 05000250/2019-001-00, which was inspected and documented in Section 71153 of the inspection report. This error is being corrected by reissuing the affected inspection report, which now correctly lists LER 05000250/2019-001-00 in the Additional Tracking Items table. The LER is considered closed.
This reissued cover letter and attached report does not amend any information in the body of the attached report or change any NRC position that has been communicated in the previously issued report.
Sincerely,
/RA/
Randall A. Musser, Chief Reactor Projects Branch 3 Division of Reactor Projects Docket Nos. 05000250 and 05000251 License Nos. DPR-31 and DPR-41

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Turkey Point Units 3 & 4 in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.
List of Findings and Violations No findings or violations of more than minor significance were identified.
Additional Tracking Items Type Issue Number Title Report Section Status LER 05000250/2019-001-00 LER 2019-001-00 for Turkey 71153 Closed Point, Unit 3, Manual Reactor Trip Following Grid Disturbance
PLANT STATUS
Unit 3 began the inspection period at rated thermal power. On September 26, 2019, the unit was down powered to 30 percent to reduce radiation levels in containment for workers performing maintenance on the containment inboard exhaust purge valve POV-3-2603. The unit was returned to rated thermal power on September 29, 2019, and remained at or near rated thermal power for the remainder of the inspection period.
Unit 4 operated at or near rated thermal power for the entire inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. 71152 - Problem Identification and Resolution Annual Follow-up of Selected Issues (IP Section 02.03)
- (1) AR 232037, B AFW pump overspeed cam device not returned to required normal position causing overspeed trip during test. This issue was selected for follow-up to verify FPL's corrective actions were appropriate to address clarifications to procedural ambiguities that contributed to the overspeed trip and additional unavailability of the B AFW pump.
- (2) AR 1823645 & 2306639, foreign material concerns in CCW systems due to degradation of valve rubber seats. This issue was selected for follow-up to ensure FPL intended to perform extent of condition inspections for a population of CCW rubber seated valves that if degraded could introduce foreign material in the Unit 3 and Unit 4 CCW systems.
- (3) AR 2170587, tornado missile protection walkdowns. This issue was selected to verify that FPL resolved any identified tornado missile protection vulnerabilities that were not in conformance with Turkey Point's current license basis.

- (1) LER 05000250/2019-001-00, Unit 3 Manual Reactor Trip Following Grid Disturbance (ADAMS accession: ML19179A290): The inspectors determined that it was not reasonable to foresee or correct the cause discussed in the LER therefore no performance deficiency was identified. The inspectors also concluded that no violation of NRC requirements occurred. The circumstances surrounding this LER are documented in Inspection Report 05000250/2019002 and 05000251/2019002 Section 71153 (ADAMS Accession No. ML19219B126).
