This routine, unannounced inspection was conducted in the areas of Security Plan and Implementing Procedures; Physical Barriers - Protected Area; Physical Barriers Vital Areas; Compensatory Measures; Assessment Aids; Access Control

- Personnel; Access Control -

Packages; and Access Control Vehicles.

In addition, the inspectors participated with the NRR Reactor Security Specialist in discussions with Licensee Security and Engineering Management concerning the status of the programmed security system upgrade and resolution of vital barrier issues.

Security facilities, to include ongoing upgrade projects, were toured by the Safeguards Section Chief and the NRR Reactor Security Specialist, accompanied by the inspectors.

The Security Manager provided information relative to progress on the various components of the system upgrade, all of which are to be completed by December 27, 1991.

Additionally, a Fitness for Duty allegation was reviewed.

Resul ts:

In the areas inspected, violations were not identified.

Inspection results and observation of ongoing security related activities indicated continuing improvement in the management and operational effectiveness of the security program.

Discussions with security and engineering management and observations of ongoing activities revealed that the security upgrade program was approximately 30 percent complete and was on schedule.

Some preparatory work relating to the vital barrier upgrade was being expedited to facilitate construction'ccomplishment during the scheduled outage.

Review of the licensee proposed vital barrier upgrade actions, approved by NRR, by the NRR Reactor Security Specialist confirmed that all outstanding issues and concerns regarding the vital barrier upgrade were resolved with the exception of a

concern relating to vital piping, which would be subjected to further review by NRR and the licensee would be informed of the results.

Review of a Report of Investigation conducted by the licensee in response to a

Fitness for Duty allegation, referred to the licensee by the NRC, confirmed that the licensee's actions were appropriate and no regulatory concerns or violations were identified.
