Scope: I > > \\, ., This routine, unannounced inspection was conducted in the areac of Management \\ ' l-Support, Security Program Plans.and Audits;-Protected and Vital Area Physical-I Security Barriers, Detection and Assessment. Aids;' Protected and Vital.-Area- ! Access-Control of Personnel, Packages and Vehiciss;- Alarm Stations-and L Communications; Testing, Maintenance and Compensatory Measures.
In additiu, the licensee's progress with regard to the security' program upgrade, and the ' circumstances of Safeguards Reportable Event No. 89-505, " Visitor Unescorted- + Within The Protected Area", and No.:89-508", Degraded Protected Area Barrier.
, Also.an allegation relating to the transportation of new fuel and the I @ licensee's Employee Concerns Program were reviewed, f Results: .In the areas inspected, violations or deviations were not identified.

- Inspection.results indicated continuing improvement in the management and t
m' ' ' -operational effectiveness of the security force.
Improvement in the security . -force's ability to provide tactical response to contingencies as demonstrated by a video tape of a-response drill scenario involving a hostage event in the Unit'3 and 4 control room, was noteworthy and indicative of the emphasis and , effort' applied to upgrade response capability.
Considerable progress was also ' noted in the construction and installation of facilities and equipment associated with the security program upgrade.
