This refers to the special inspection conducted by members of the resident and regional staffs on December 1, 1986, through January 8, 1987, of the events which occurred on November 28 and 29, 1986, regarding operation of Dresden Station Unit 2 in violation of NRC Operating License No. DPR-19 and to the discussions with members of your staff during and at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.
t During this inspection, certain of your activities appeared to be in violation of NRC requirements. We are releasing this report at this time for your 1r. formation. We are very concerned that your organization permitted the continued operation of Dresden Unit 2 in violation of your license requirements after becoming aware of the violation on November 29, 1986.
We will be contacting you to schedule a management meeting to discuss the details of this event and your proposed corrective actions to preclude further operation in violation of your license.
Following the management meeting and further NRC investigation, you will be notified of our decision regarding enforcement action for this event. No written response is rege' sed until you are notified of further NRC action.
