This was a meeting in a continuing series of management meetings aimed at improving licensee regulatory performance and enhancing communications between the United States Nuclear Regulatory Commission and Commonwealth Edison Compan The meeting included an update of actions initiated by Commonwealth Edison Company as a result of past meetings and involved discussion down to the NRC residents and plant manager level regarding the effectiveness of the program, particularly in the area of individual plant overall improvement Results:

Norris, Project Manager, Zion, Division of Licensing 2 Topics Discussed Mr. Galle of CECo began the formal presentation by discussing a general overview of the Regulatory Performance Improvement Plan (RPIP).

The discussion included an overview of the individual plants' January-May 1985 performance versus the 1983 and 1984 performance Mr. Galle discussed how they felt they were performing compared to the previous year Mr. Madison gave an overview of some of the NRC's plant rating parameters which are used to judge the plants. The items reviewed were licensee event reports, total number of violations cited, inspection hours per violation, noncompliances, and SCRAM Mr. Madison also discussed input from the Divi.sion of Reactor Safety and the Division of Reactor Safety and Safeguards. Overall, there seems to be an attitude improvement at most sites with the exception of LaSalle and the Corporate offic In addition, communications between sites has improved, but still remains a proble Mr. Kalivianakis of CECo stated that he felt Quad Cities has made progress through RPIP, and will continue to work on i Mr. Madison followed with the residents' perspective of Quad Citie He concluded that there has been definite progress and improvemen However, there still needs to be more improvement in the area of communication Mr. Madison also discussed the possibility of implementing the Zion procedure review progra He believes this program would lead to a feeling of ownership of the procedure and help eliminate possible procedure erro Mr. Graesser of CECo stated he felt that the Goals Program implemented at Zion was showing improvement onsit The onsite improvement may be attributed to the Goals Program more than the RPI Mr. Kish gave the residents' perspective of RPIP at Zio He concluded that the Goals Program was a good idea and a positive progra He stated that the operators view the RPIP as out to get the operator and the RPIP program is not being applied to managemen Overall, the Goals Program has helped change negative employee attitude Mr. Querio of CECo stated that the Byron station was overall doing a good jo He discussed the implementation of the Conduct of Operations Improvement Program (COIP) and Lessons Learned for Unit Mr. Forney followed with the NRC perspective of Byro problems with Technical Specification surveillance, the being generated, and the large humber of trips in 198 that one of the major problems was still communication has shown no improvemen He noted the number of LE He concluded Overal 1, Byron

Mr. Sargent of CECo gave the perspective on LaSall He stated that too much effort was put into operations, that it allowed maintenance and other vital areas to sli He mentioned Delian will be onsite in July to help assist the plant in areas which are lacking progress at this tim Mr. Scott of CECo acknowledged an increase in violations at Dresden during the first quarter of 198 He stated that Delian Corporation had been contracted to assist at Dresden as it had at LaSall Mr. Scott further discussed the reorganization at Dresden, the need to develop team work, and ownership in plant activitie Mr. Tongue, the Senior Resident Inspector at Dresden, acknowledged the licensee's comments and agreed with the licensee's view of where improve-ment is neede Mr. Keppler commented at the end of the plant report He stated that he felt Zion, Dresden, and Quad Cities. were doing a good job implementing the RPI He believes the RPIP does not appear to be working at either LaSalle or Byro He stated that the Goals Program at Zion was a good program and concluded that perhaps all plants should implement i Overall, there still seems to be problems with internal communications which must be addresse Mr. Worden of CECo gave a presentation during a working lunch discussing unscheduled SCRAMs at CECo plant Mr. Chrissotimos also discussed the likely informational content of the inspection report with regard to documents or topics discussed during the meetin The licensee did not identify any such documents or subject matter discussed as proprietar I
