Inspection Summary Inspection on September 12, 1979 (Report No. 50-010/79-18; 50-237/79-21; 50-249/79-19)

Areas Inspected: Licensee actions relative to IE Bulletins No. 79-14, and No. 79-04 including general discussion on NRC requirements, work procedure review and observation of work. The inspection involved 6 inspector-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected 1.

General IEB 79-04, " Incorrect Weight for Swing Check Valves Manufactured by Velan Engineering Corporation", dated March 30, 1979.

In review of a licensee response letter dated May 1, 1979, and in discussion with the licensee representatives at the site, it was determined that there are no Velan swing check valves with a diameter greater than or equal to 3-inches installed in seismic Category I piping systems.

IEB 79-04 is considered to be closed.

Further discussions with the licensee disclosed that Velan valves will be installed in the Dresden Unit 1 HPCI system during a planned plant modification; however, the actual valve weights will be modeled in the seismic analysis.

IEB 79-14, " Seismic Analysis for As-Built Safety Related Piping System",

Revision 1, dated July 18, 1979.

Dresden Unit 1 is presently in co,d shutdown (decontamination stage)

and will not startup prior to July, 1980. The work to date has involved gathering and retrieving design drawings, and preparing work schedules and work procedures.

Dresden Units 2 and 3 have completed field inspection ca five of fifteen accessible redundant systems. This, according to the licensee, represents 45% of the work requested in IEB 79-14, Item 2.

In as far as the completion date in concerned, the licensee stated that they 11d not mect the 60 days requirement established in IEB 79-14-. tem 2; however, all Item 2 work is scheduled to be completed by the. end of September,1979. The worb arrangement is for Sargent

& Lundy Engineers (S&L) to provide as-built drawings to the site.

The inspection for system verification is done by Bechtel Power Corporation, Ann Arbor, Michigan (B-AA), and the findings are forwarded to another engineering organization, EDS Nuclear (EDS),

San Francisco, California for evaluttion. All work interfsces with CECO Station Nuclear Engineering Department (SNED).

IEB 79-14ESProcedure Review The inspector reviewed the B-AA Job No. 13524 Procedure No. 1,

" Procedure for Verifying Conformance of Seismic Analysis Configuration to Actual Configuration o2 Safety-Related Piping Systems in response to IE Bulletin 79-14 for Dresden 2 and 3/ Quad Citier 1 and 2",

Revision 2, dated August 27, 1979.

The inspector commented that the procedure did not address the following requirements:

a.

Evaluation process after nonconfonnances have been identified, including (1) specific time allowance for reporting to NRC, i.e. an an engineering judgement within 2 days followed by an analytical engineering evaluation within 30 days, and (2)

licensee corrective actions and criteria for allowing temporary plant operation if system operability is in jeopardy.

The licensee stated that the above requirements are being included in an EDS procedure that is presently being reviewed by CECO SNED.

b.

Verification of pipe sizes, schedales, and materials c.

Verification of excessive gaps in pin connecting bolt holes.

Verification of pipe clamp tightness or required torquipe, to ensure functionability of the restraint system.

e.

Verification of the valve operator distance from the valve body or pipe.

f.

Verification of support details by removal of pipe insulation.

No items of noncompliance or deviations were identified.

IEB 79-14 Record Review The inspector reviewed several of the qualification and training records for the personnel conducting system inspections and had no adverse comments.

The inspector also reviewed the inspection package for the Core Spray System, pump discharge 3A and 3C, includir.g weir'* and dimen-sional records for t.me of tbe valves in the pipe sy: tut.

The markings were legible and inspection findings were clearly identified on the isometric drawing. The inspector stated that he will verify measurements, on a selective basis, during a future site visit.

Exit Interview The inspector met with licensee representatives at the conclusion of the inspection on September 12, 1979. The inspector summarized the scope and findings of the inspections. The licensee acknowledged the findings reported herein.
