Inspection Summary
Inspection on July 19, 1979 (Report No. 50-010/79-13; 50-237/79-17; 50-249/79-15; 50-254/79-18; 50-265/79-15; 50-295/79-15; 50-304/79-14)
Areas Inspected: A special announced meeting was conducted to discuss regulatory performance at the Zion, Dresden and Quad-Cities Nuclear Stations; resident inspector concerns at Dresden and Zion Nuclear Stations; security performance at the Zion, Dresden, and Quad-Cities Nuclear Stations; iodine and particulate releases at the Quad-Cities Nuclear Station; pre-operational inspection activities at the La Salle County Nuclear Station; and the RIII Director's comments on the revised inspection program and regulatory attitude as a result of the Three Mile Island incident. The meeting involved 21 inspection-houts by seven NRC personnel.
Results: No items of noncompliance were identified.

NRC reviewed the regulatory performance and inspection activities for 1978 and 1979 (through May 31, 1979) and compared the

results to the performance during 1976 and 1977. Although it was noted that the trend in performance shows continued improvement, the NRC remains concerned with the number of personnel errors occurring.

Resident Inspector Coments The Dresden Nuclear Station resident inspector stated a concern with the apparent continued reduction in experience level of the technical staff. He related possible causes and recommenda-tions for correction of the trend. Although he had no regulatory concerns at this time, he emphasized that if present trends continue, regulatory concerns may occur at a later date. The licensee acknowledged these concerns and stated that the organi-zational changes now implemented should help turn this trend.
The Zion Nuclear Station resident inspector stated a concern with the mechanical failures occurring at the station causing unnecessary trips, safety injections, and steam generator feedwater hammers. He further stated that although the licensee appears to have the mechanical failures under control, he will continue to closely monitor the problem.
Security Performance at the Zion, Dresden and Quad-Cities c.
Nuclear Stations Enforcement history for 1978 and 1979 to date was discussed.
Personnel turnover in the guard force had been excessive at all
,

th ee sites in 1978 but appears to be greatly reduced in the first quarter, 1979. The following areas need specific CECO attention:
(a) accelerate efforts to comply with all areas of approved security plan in lieu of compensatory measures on an interim basis; (b) resolve maintenance problems with explosive detectors at all three sites; (c) consider an assistant security officer at Dresden; and (d) review vital area access control in light of the recent Surry incident.
d.
Iodine and Particulate Release at the Quad-Cities Nuclear Station Airborne iodine an.1 particulate releases at the Quad-Cities Plant were discussed. These releases have exceeded the design objective contained in the technical specifications for the past several years and, for the most recent four quarters, have exceeded the technical specification reporting level of two times the design objective (quarte-ly average release rate).
The licensee discussed corrective.ctions taken, mainly repair of steam leaks, and noted that two factors may have erroneously inflated the release numbers (conservative sampling error-recently corrected, and conservative analysis methods).
In addition, licensee personnel stated that revised technical specifications, 4-1053 106
scheduled for issuance by the end of 1979, were expected to be less restrictive regarding the design objective release rate
,
for airborne iodines and particulates. The licensee was cautioned not to rely upon the anticipated t echnical specification revision for significant relief, at least nct until the mathematical derivations were completed.
(A computer program problem presently prevents completion of these calculations according to the licensee.)
In light of a misinterTretation of the design objective release rates (one-half of previously assumed release rates), the NRC representatives questioned whether the licensee's completed and anticipated actions would be adequate to bring releases within the design objective. The licensee was requested to complete a thorough evaluation of the plant's ability, as presently des gned, to meet the airborne iodine and particulate design objective release rate. This evaluation should be completed by the end of the third quarter of 1979.
Pre-operational Inspection Activities at the La Salle County e.
Nuclear Station NRC reviewed current status of the implementation of its pre-operational inspection activities at La Salle County Nuclear Station and stated that with the placement of a resident inspector at the station, these activities should go forward.

Director's Comments

The director reviewed the latest changes and implementation of the revised inspection program throughout the industry and the latest changes in regulatory attitudes as a result of the Three Mile Island incident.
g.
Licensee's Comments The licensee commented during the presentation of each of subjects discussed in Paragraphs a through f.
Additionally, the licensee discussed the recent organizational changes that had been implemented at the corporate office and the operating stations. These changes had been recommended by the licensee's independent consultant and their own internal review.
