Southern Nuclear Operating Company (Southern Nuclear), the licensed operator for t Joseph M. Farley Nuclear Plant, the Edwin I. Hatch Nuclear Plant and the Vogtle Electric Cw'.ing Plant, has reviewed the supplemental proposed rule, " Reporting Requirements for Nuclear Power Reactors," published in the Federal Register on 1999. In acconlance with this request, Southern Nuclear is in total agreement with the comments that are to be provided to the NRC by the Nuclear Energy Institute.
In Na, Southem Nuclear would like to reiterate that the last minute addition of the requimnent to report slaniketly degraded components, section 50.73(aX2XiiXC), !
does not meet the stated objectives of the rule and abould be deleted. Also, we do not support the por.;ed revisions which specify the ESF systems for which reporting is required.
