Gentlemen:

As Attachment I to this letter, TXU Generation Company LP (TXU Power) submits the Technical Specification 5.6.10.b twelve month report of the results of the steam generator tube inservice inspection completed during CPSES Unit 1 tenth refueling outage. Also included as an enclosure to this submittal is the 120-day condition monitoring report prepared pursuant to the guidance of NEI 97-06.

The IRFI0 fifteen-day tube plugging report and condition C-3 report were previously submitted via Reference 1. The IRFIO 90-day report prepared pursuant to the guidance of Generic Letter (GL) 95-05 "Voltage-Based Repair Criteria for Westinghouse Steam Generator Tubes Affected by Outside Diameter Stress Corrosion Cracking" was previously submitted via Reference 2.

Attachment I to TXX-04157 Page 1 of 19 TXU POWER COMANCHE PEAK STEAM ELECTRIC STATION UNIT 1, TENTH REFUELING OUTAGE (IRF10) 12 MONTH REPORT OF STEAM GENERATOR TUBE INSPECTION RESULTS TECHNICAL SPECIFICATION 5.6.10.b to TXX-04157 Page2of 19 CPSES 1RF10 Initial Inspection Plan The CPSES IRF10 inspection plan exceeded both the Technical Specification minimum requirements as well as the recommendations of EPRI TR-1003138, PWR Steam Generator Examination Guidelines: Revision 6 requirements. The IRF10 initial inspection plan for all four Steam Generators (SGs) included:

1) 100% full length bobbin inspection in Rows 3 and greater and 100% bobbin inspection in the hot and cold leg straight sections of Rows 1 and 2
2) 100% hot leg top of tubesheet (TTS) +Pt inspection from (+/- 3") for hard rolled expanded tubes and from +3 to hot leg tube end for WEXTEX expanded tubes
3) 20% +Pt inspection of hard rolled expanded tubes in the cold leg TTS (+/- 3")
4) 100% Row 1 through 10 U-bend mid-range +Pt inspection
5) 20% Row 11 through 22 U-bend mid-range +Pt inspection
6) 25% +Pt inspection of tubes expanded at cold leg baffles B (C2) and D (C3)
7) +Pt inspection of dents, regardless of voltage, at AVB locations
8) Rotating probe inspection of mixed residuals > 1.5 volts (by bobbin) and hot leg dented intersections > 5 volts (by bobbin) according to the requirements of GL 95-05
9) Rotating probe inspection of preheater baffle plate indications and freespan bobbin coil indications for flaw confirmation and characterization
10) 100% +Pt inspection of all dented TSP intersections at the H3 TSP > 2 volts
11) 20% +Pt inspection of freespan dings > 2 volts and < 5 volts between TSH and H3
12) 100% +Pt inspection of freespan dings > 5 volts
13) 20% +Pt freespan paired ding inspection between the top 2 TSPs (hot leg and cold leg)
14) Inspection of tubes deplugged during IRF1O consistent with the above plan except TTS +Pt inspection
15) +Pt inspection of tubes selected for installation of Alloy 800 sleeves, in the region of lower roll joint (TIS -7.0" to -10.0")
16) 100% +Pt inspection of sleeves (SGs 2, 3, 4) installed in lRF09 (weld to expansion in tubesheet)
17) Baseline +Pt inspection of all A800 sleeves installed during 1RFI0

19) Secondary side video inspection including a limited scope TTS in-bundle inspection and FOSAR at TTS and cold leg baffle plate B The inspection plan was developed to specifically address the areas of active degradation, those areas expected to be affected based on recent industry experience as well as experience from the CPSES lRF09 outage in October 2002.

Attachment I to TXX-04157 Page3of 19 A C-3 condition was reported for all SGs due to the detection of >45 circumferentially oriented ODSCC indications of degradation at the top oftubesheet location. Since the IRF10 base scope inspection program included a 100% sample of the hot leg top of tubesheet expansion transitions and a 20% sample of the cold leg top of tubesheet expansion transitions, the requirements of Section 3.4.1 of the EPRI SG Examination Guideline Revision 6 were satisfied and no further expansion was required.

The cold leg top of tubesheet expansion program was expanded an additional 20% in SGI based on the observation of a volumetric signal in tube R4 C91. No additional degradation was reported. Upon further review, this indication was judged to be a conservative overcall.

Based on the observation of oblique PWSCC in Row 10 in SGs 1 and 2, the U-bend inspection program was expanded to include 100% of Rows 11 through 21 in all SGs. Indications were observed in Row 13 tubes in SGs 3 (1 tube) and 4 (3 tubes), however, no further expansion of the inspection scope was required as this row was bounded by the critical area redefinition.

The U-bend inspection scope for dents at AVBs was expanded to include all dings within +

1.00" of the AVB. This expansion was necessitated based on observation of a ding ODSCC detected by +Pt at approximately 0.6" from the AVB.
