REFERENCE:

Letter dated October 24,2007, logged TXX-07148 from Mike Blevins of Luminant Power to the NRC

Dear Sir or Madam:

Per the referenced letter, Luminant Power submitted the GOTHIC input data for Comanche Peak uprate Loss of Coolant Accident and the Steam Line Break containment response. The NRC requested the input data for use in the NRC's modeling of the containment response at uprate conditions.

The referenced letter also transmitted CAW-07-2346, "Application for Withholding Proprietary Information from Public Disclosure." The referenced letter did not delineate the reason for stating that the information described is considered Westinghouse Proprietary, since all of the information was noted to be Proprietary Information. Per the enclosed letter from Westinghouse (WPT-17061), the Proprietary nature of the Information contained in the letter logged TXX-07148 (referenced above) is item (c) on page 3 of CAW-07-2346.

"(c) Use by our competitor would put Westinghouse at a competitive disadvantage by reducing his expenditure of resources at our expense."
