MF7549 and MF7550)Gentlemen, By letter dated March 29, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16089A452), the Tennessee Valley Authority (TVA) submitted an amendment request for Watts Bar Nuclear Plant (WBN), Units 1 and 2. The proposed amendment would modify the Technical Specification (TS) requirements for inoperable dynamic restraints (snubbers) by adding Limiting Condition for Operation (LCO) 3.0.8. The change is consistent with the Nuclear Regulatory Commission (NRC) approved Revision 4 to Technical Specification Task Force (TSTF) Standard Technical Specification Change Traveler, TSTF-372, "Addition of LCO 3.0.8, Inoperability of Snubbers." The proposed amendment would also add a reference to LCO 3.0.7 in LCO 3.0.1 for WBN Unit 1, consistent with TSTF-6, Revision 1, "Add exception for LCO 3.0.7 to LCO 3.0.1."

The purpose of this e-mail is to provide you with the results of the Nuclear Regulatory Commission (NRC) staff's acceptance review of this submittal. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to a llow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your submittal and concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed te chnical review are identified despite completion of an adequate acceptance review. You will be advised of fu rther information needed to support the NRC staff's detailed technical review by separate correspondence.
