Gentlemen:

In accordance with Technical Specification 6 9.1.3 for the Brunswick Steam Electric Plant, Unit 2, Carolina Power & Light Company (CP&L) hereby submits the Cycle 12 Startup Report (provided in Enclosure 1).

Brunswick Technical Specification 6.9.1.1 states that a startup report should be submitted following the " installation of a fuel that has a different design or has been manufactured by a different fuel supplier." Based on this requirement, the enclosed report is being submitted due to the loading of the new GE13 fuel type for Cycle 12 operation.

In accordance with Technical Specification 6.9.1.2, the enclosed startup report addresses tests identified in Section 14.4.1 of the Updated Final Safety Analysis Report. In accordance with Specification 6.9.1.3, the enclosed startup report is being submitted within 90 days following completion of the startup test program.

In the next scheduled revision to the Updated Final Safety Analysis Report (FSAR), CP&L plans to incorporate the necessary changes resulting from these Unit 2 Cycle 12 start-up tests into Sections 14.4.1 and 14.4.2.2 of the Updated FSAR.
