M69433 AND M69434)

Gentlemen:

This letter provides the NRC Staff with the report committed to in Carolina Power & Light Company's (CP&L) response dated September 19,1992 (Serial: NLS-92-252) to Supplement 1 of GL 87-02,

" Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46." In accordance with the Generic Implementation Procedure (GIP), j Section 1.2.2.8, " Completion Reports," and Section 11.9, " Documentation," the USl A-46 evaluation l for Brunswick Steam Electric Plant (BSEP), Unit Nos.1 and 2 is documented in two summary reports entitled "USl A-46 Seismic Evaluation Report" (Enclosure 1), and "USl A-46 Relay Evaluation Report" (Enclosure 2). A list of the regulatory commitments contained in the submittal is provided in Enclosure 3.

The USl A-46 evaluation for Brunswick was performed in accordance with the Seismic Qualification Utility Group (SOUG)" Generic Implementation Procedure (GIP) ior Seismic Verification of Nuclear Power Plant Equipment," Revision 2 as corrected on February 14,1992. No deviations from the GlP were taken in the USl A-46 evaluation for BSEP Units 1 and 2.

Outliers, as defined by the GIP, were identified during the USI A-46 evaluation and are summarized in Enclosure 1, "USl A-46 Seismic Evaluation Report." Final outlier resolution will be accomplished in accordance with GIP Section 11.5.3, " Outlier Resolution" by plant start-up from Refueling Outage B112R1 for Unit 1, currently scheduled during the spring of 1998, and Refueling Outage B213R1 for Unit 2, currently scheduled during the f all of 1997. In accordance with GL 87-02, Supplement 1, within 120 days of the completion of Refueling Outage B112R1, CP&L will supplement the "USI A-46 Seismic Evaluation Report" for Brunswick Units 1 and 2, to document the resolution of identified outliers.
