l Duquesne Light Co. (DLC), Beaver Valley Power Station, has developed a review plan in response to Generic Letter (GL) 96-01, " Testing of Safety-Related Logic Circuits". The completion dates for the reviews are included in the DLC response to the Commission dated l

April 4,1996.

As a result of these reviews, certain findings may fall under the reportability criteria established by 10 CFR 50.73 (Licensee Event Reports). Upon discovery of the first reportable condition resulting from the GL 96-01 reviews, DLC intends to prepare one Licensee Event Report (LER) for each unit, as necessary, and subswurntly submit further updates upon discovery of additional surveillance deficiencies that tM under the reportability criteria of 10 CFR 50.73. Upon completion of the GL 96-01 reviews, the single LER (with monthly updates) process will be stopped and the Commission will be notified of the LER closure. At this point, the normal LER reporting practices will continue. DLC Management remains aware of the reporting requirements beyond 10 CFR 50.73 and will continue to comply with these requirements.

In accordance with Appendix A, Beaver Valley Technical Specifications, the following Licensee Event Report is submitted:

LER 96-003-00, Unit 2, Inadequate Testing of Safety Related Logic (GL 96-01),

reportable in accordance with 10 CFR 50.73 a.2.i.B, " Condition Prohibited by Technical Specifications".
