TROJAN LICENSE AMENDMENT REQUEST - ACCEPTED FOR REVIEW (EPID NO. L-2020-LLA-0048)

Dear Mr. Jenkins:

By letter dated March 10, 2020, as supplemented by phone on May 12, 2020, and by e-mail on May 15, 2020 (Agencywide Documents Access and Management System Accession Numbers ML20083G798, ML20140A269 and ML20140A017 respectively), Portland General Electric Company submitted to the U.S. Nuclear Regulatory Commission (NRC) an amendment request to Special Nuclear Materials (SNM) license number SNM-2509 for the Trojan Independent Spent Fuel Storage Installation. The proposed amendment request seeks to change the Trojan ISFSI Safety Analysis Report (SAR) description of the evaluation of the explosion accident event originating from cargo transported by rail and waterborne vessels that could potentially affect the ISFSI.

After reviewing your application, the NRC staff has concluded that it provides technical information in sufficient detail to enable the staff to complete its detailed review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements, and the protection of public health and safety, and the environment.

We have established a schedule for the review and estimated that the staff may need approximately 750 hours0.00868 days <br />0.208 hours <br />0.00124 weeks <br />2.85375e-4 months <br /> to complete its review. The schedule allows for the staff to issue a request for additional information (RAI) in July 2020, and to issue its safety evaluation report (SER) in January 2021, based on you responding to the first RAI in September 2020. If no RAI is needed, the staffs SER may be completed earlier. In general, no additional changes to the application should be submitted except for changes resulting from your response to a RAI.
