PG E Y Portland General Electric Company Trojan NuclearPlant 71760 Columbia River Hwy RainierOR 97048 (503) 556-3713 July 21, 2005 VPN-03 8-2005 Trojan ISFSI Docket No. 72-17 License No. SNM-2509 ATTN: Document Control Desk Director, Spent Fuel Project Office Office of Nuclear Material Safety and Safeguards U.S. Nuclear Regulatory Commission Washington, D.C. 20555-0001 Application of PacifiCorp for Approval of Indirect Transfer of License No. SNM-2509

("Application")

Portland General Electric Company ("PGE") owns a 67.5% interest in the Trojan Independent Spent Fuel Storage Installation (the "Trojan ISFSI") associated with the former Trojan Nuclear Plant located in Rainier, Oregon. PGE is, and always has been, the sole operator of both the Trojan Nuclear Plant (pursuant to NRC License No. NPF-1 (Docket No. 50-344), recently terminated by the Commission on May 23, 3005) and the Trojan ISFSI (pursuant to the above-captioned NRC license).

PGE has been informed that on June 30, 2005, PacifiCorp, which is a minority (2.5%) owner and non-operating licensee of the Trojan ISFSI, filed an Application for an indirect transfer of its NRC license, No. SNM-2509, for the ISFSI. Based upon PGE's review of the PacifiCorp Application, PGE has no objections to the indirect transfer of control to MidAmerican and believes it would be appropriate for the NRC to approve PacifiCorp's request. Should you require additional information, please contact Douglas R. Nichols, General Counsel, Portland General Electric Company, Suite 1700, 121 SW Salmon St., Portland, OR 97204 (phone number 503-464-8402).

Sincerely, Stephen M. Quennoz Vice President, Generation Connecting People, Power and Possibilities 19,
