Dear Ms. Allen:

Please find enclosed a copy of the final NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 38, Regarding Indian Point Nuclear Generating Unit Nos. 2 and 3. Volume 5 to the final Supplemental Environmental Impact Statement (SEIS) is being issued as part of the U.S. Nuclear Regulatory Commissions (NRCs) process to decide whether to issue renewed operating licenses to Entergy Nuclear Operations, Inc. (Entergy) for the Indian Point Nuclear Generating Unit Nos. 2 and 3 (IP2 and IP3). In the final SEIS, the NRC staff determined that the adverse environmental impacts of license renewal for IP2 and IP3 are not so great that preserving the option of license renewal for energy planning decisionmakers would be unreasonable. In the context of the National Historic Preservation Act of 1966, NRC staff determined that no historic properties would be affected by the proposed action (license renewal). The final SEIS will accompany the final Safety Evaluation Report to be considered in the Commissions license renewal decisionmaking process.
