Dear Mr. Kennedy:

Enclosed is a copy of the final report for the March 29, 2017, Grand Gulf Nuclear Station plume exercise. This report addresses the evaluation and implementation of the plans and preparedness for the State of Mississippi, local government elected officials, employees and volunteers from Claiborne, Adams, Copiah, Hinds, and Warren Counties.

The nine selected core capabilities were successfully demonstrated, and no level 1 findings were identified. FEMA identified two plan issues and three level 2 fmdings during this exercise. The first plan issue concerned: Radiation monitoring equipment was not appropriate or in sufficient supply to support emergency operations. The second plan issue concerned: The Department of Radiological Health air sampling procedure needs revision to clarify methodology for collecting and analyzing quality air samples for dose assessment calculations and protective actions for the public. The first Level 2 Finding concerned the fact that the State of Mississippi dose assessment team did not provide the State Emergency Operations Center staff with accurate results in a timely manner. The second Level 2 Finding was because the Mississippi Radiological Emergency Response Team Coordinator failed to instruct the field teams to use a silver zeolite cartridge when obtaining an air sample. The third Level 2 Finding concerned conflicts between the State of Mississippi and Claiborne County in the preparation of public messages including Emergency Alert System messages and supplemental news releases.

All the organizations demonstrated knowledge of their emergency response plans and procedures_

and most were successfully implemented. The State of Mississippi, local government elected officials, employees and volunteers from Claiborne, Adams, Copiah, Hinds, and Warren Counties successfully demonstrated the assigned exercise objectives and corresponding core capabilities as outlined in this report. The continued dedication and commitment of all emergency response organizations was clearly demonstrated.

Based on the results of this exercise and FEMA' s review of the 2016 Annual Letter of Certification submitted by Mississippi, the offsite radiological emergency response plans and preparedness of the State of Mississippi and the affected local jurisdictions site-specific to the Grand Gulf Nuclear Station can be implemented. They are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of an emergency at the site. The Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Grand Gulf Nuclear Station granted on June 23, 1983, will remain in effect.
