Dear Mr. Collins:
Enclosed is a copy of the final report for the September 9, 2009, plume exercise of the offsite radiological emergency response plans and procedures site-specific to the Grand Gulf Nuclear Station. The participants included the State of Mississippi, local government elected officials, and employees and volunteers from Claiborne, Adams, Copiah, and Warren Counties.
Overall, this exercise demonstrated an effective partnership among the State and local governments, and volunteer and private organizations. Protecting the public health and safety is the full-time job of some of the exercise participants and an assigned responsibility for others. Others have willingly sought this responsibility by volunteering to provide vital emergency services to their communities.
The cooperation and teamwork of all participants demonstrated the quality of training and preparation.
This report contains the evaluation of the exercise on September 9, 2009, as well as out-of-sequence activities conducted on July 14, 2009, the week of August 11, 2009, and the week of September 8, 2009, which included: Medical services (MS-1) drill, traffic control demonstrations, protective action for schools interiviews, reception center demonstrations, and monitoring and decontamination of emergency workers and their equipment. They also demonstrated laboratory operations, a back-up route alerting demonstration and the distribution of potassium iodide (KI) to the public.
State and local organizations demonstrated the ability to implement their emergency response plans and procedures. No Deficiencies or Areas Requiring Corrective Actions (ARCA) were identified with Mississippi participants. The correction of an ARCA identified during the October 2006 MS-I drill concerning improper monitoring and contamination control for the Vicksburg Fire Department was successfully demonstrated. The Federal Emergency Management Agency Region IV staff prepared the enclosed report.

Based on the results of the September 9, 2009, exercise and FEMA's review of Mississippi's Annual Letters of Certification for 2008, the offsite radiological emergency response plans and preparedness for the State of Mississippi and the affected local jurisdictions site-specific to the Grand Gulf Nuclear Station can be implemented, and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. The Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Mississippi site-specific to the Grand Gulf Nuclear Station, granted on June 23, 1983, will remain in effect.
