Scott Morris, Regional Administrator - RIV Nuclear Regulatory Commission 1600 East Lamar Boulevard Arlington, Texas 76011-4511

Dear Mr. Morris:

MAR 1 0-2020 Department of Homeland Secul'ity Region IV 3003 Chamblee-Tucker Road Atlanta, Georgia 30341 FEMA Enclosed is a copy of the final report for the March 13, 2019, Grand Gulf Nuclear Station plume exercise.

This report addresses the evaluation and implementation of the plans and preparedness for the State of Mississippi, local government elected officials, employees and volunteers from Claiborne, Adams, Copiah, Hinds, and Warren Countie~.

During the exercise, there were no level 1 findings and five level 2 findings. The level 2 findings are attributed to Mississippi State Department of Health/Division of Radiological Health, Claiborne County, and Warren County. On August 8, 2019, the Mississippi State Department of Health/Division of Radiological Health successfully resolved 2 of the 5 findings. The remaining 3 findings are further detailed in the enclosed report.

Based on the results of this exercise, FEMA's review of the 2018 Annual Letter of Certification submitted by Mississippi, the offsite radiological emergency response plans and preparedness of the State of Mississippi, and the affected local jurisdictions site-specific to the Grand Gulf Nuclear Station can be implemented. They are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of an emergency at the site. The Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Grand Gulf Nuclear Station granted on June 23, 1983, will remain in effect.

If you have any questions, please contact Randall Hecht at 770.220.3147.

Sincerely,

~~
